Midlothian Council seeks to appoint a Roads Officer (utilities) to help maintain and improve our public road network. In this frontline role, you will inspect, monitor, and regulate statutory undertaker works across the Midlothian Council area, ensuring high‑quality, on‑spec reinstatements to road infrastructure. You will work closely with contractors, utilities, and communities to deliver safe, responsive, and efficient services while supporting the Council’s commitment to sustainability, safety and customer service.

Responsibilities

  • Inspect, monitor and regulate statutory undertaker works across the council area.
  • Ensure high‑quality, on‑spec reinstatements to the road infrastructure.
  • Collaborate with contractors, utilities and communities to deliver safe, responsive and efficient services.
  • Support the Council’s commitment to sustainability, safety and customer service.

Qualifications

  • Registration as an Engineering Technician with a relevant HNC/HND or equivalent.
  • Competence to undertake Technician/Engineering support duties.
  • Previous experience in a roads construction environment and supervision of staff.
  • Knowledge of the New Roads and Street Works Act 1991.
  • Experience dealing with members of the public, liaising with utilities companies, contractors, and designing road safety and traffic management schemes.
  • Knowledge of road materials and construction, contract procedures, and environmental aspects of Midlothian.
  • Desirable: Membership of the Institute of the Clerk of Works.
