Are you passionate about sustainability and energy efficiency? Do you have an Engineering or Energy management qualification background, and are looking to develop your career? Join our team as an Energy Management Officer and play a vital role in optimising the Council's energy and utility systems. Reporting to the Senior Manager Property & Facilities, you will conduct site inspections, analyse energy data, and liaise closely with partners, contractors and maintenance teams to ensure our plant and equipment operate safely, efficiently, and in line with our sustainability objectives.

Key Responsibilities

  • Carry out regular inspections of mechanical systems and plant rooms.
  • Monitor and analyse energy usage data to identify savings and efficiency opportunities.
  • Support the implementation and monitoring of renewable technologies (solar PV, heat pumps, biomass).
  • Advise on low-cost, no-cost energy efficiency practices and recommend improvements.
  • Ensure compliance with statutory Health & Safety and environmental legislation.

Essential Qualifications

  • HNC/HND or equivalent in Building Services, Energy Management, Mechanical Engineering, or a related discipline.
  • Experience with mechanical plant, HVAC, or energy systems in buildings.
  • Familiarity with Building Energy Management Systems (BEMS) and data analysis tools.
  • Strong understanding of Health & Safety legislation relevant to building plant.
  • Proficiency in Microsoft Excel and data logging tools for tracking and analysing energy performance.

Desirable Qualifications

  • Experience working in a local authority, NHS, or large public sector estate.
  • Awareness of ISO 50001, ESOS, or public sector energy reporting requirements.
  • Familiarity with renewable energy technologies and post-installation monitoring.
  • Membership or working towards membership of an energy or engineering professional body (e.g. Energy Institute, CIBSE).

  • Hours of Work: 36 hours per week (Monday to Friday, 7 hours 12 minutes per day)
  • Weeks per year: 52
  • Salary: Based on 36 hours over 52 weeks, the minimum actual salary is £39,128.74 per annum.

Additional Requirements

This post is considered Regulated Work with Children and Adults under the Protection of Vulnerable Groups (Scotland) Act 2007. Successful candidates must be willing to join the PVG Scheme and obtain the required certificate before commencing employment. The cost of the PVG Scheme and any subsequent updates will be borne by the employee.
