Midlothian Council are seeking to appoint a suitably qualified and experienced individual to undertake the important and fulfilling role of Fire Safety Adviser for the Local Authority. This role holds a significant position within the Council and will work closely with all relevant duty holders to ensure they achieve compliance with fire safety within their establishments.

Based within the Health, Safety & Resilience Team of Protective Services, the position is key in ensuring the overall compliance of the Council with its statutory obligations and internal policies. The position is considered suitable for job share and will be delivered on a hybrid working model, allowing the successful applicant to work a mix of office, site and some home working. Midlothian Council is a semi‑rural authority located immediately south of the City of Edinburgh and is the fastest growing Local Authority in Scotland. With a range of buildings including new schools and modernised buildings in the property portfolio, this will be a varied and fulfilling role for the correct candidate(s).

Knowledge and Qualifications

It is essential that the jobholder is a corporate member of the Institute of Fire Engineers (IFE) and holds a fire risk assessment qualification allowing access to the IFE Register of Fire Risk Assessors and Auditors. Basic keyboarding skills and proficiency in Microsoft database, spreadsheet and word processing applications are also essential, as is broad experience of fire safety at a professional level, including the provision of advice on the technology of fire and practical working knowledge of fire risk assessments. The jobholder must be competent in written report writing, able to communicate effectively at all levels, and have experience of working independently to achieve targets. Experience of training the public or non‑professionals in fire risk assessment and the use of CAD and computer packages to progress one’s workload is desirable. A period of time would be required once in post to establish contacts and operating protocols.

Responsibilities

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by the employee. Disclosure Scotland has changed the way disclosure certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate. If you do not grant access to Midlothian Council to view before access is removed, a further application will need to be generated and this will incur an additional cost.
