The Great Ocean Road Coast and Parks Authority is responsible for protecting and managing one of Australia’s most iconic coastal landscapes. We care for parks, reserves and marine environments along the Great Ocean Road, including internationally recognised visitor sites. About the Role
The Great Ocean Road Coast and Parks Authority (GORCAPA) is seeking an experienced Procurement Manager to lead the organisation's procurement, sourcing and contract management function.
Reporting to the Chief Finance Officer, you will play a critical role in delivering strategic, compliant and value-for-money procurement outcomes that support the Authority's operational and long-term objectives. Working across a diverse range of procurement activities, you will lead complex sourcing initiatives, contract management processes, supplier relationships and continuous improvement projects while ensuring compliance with Victorian Government procurement frameworks.

What You'll Do
- Lead end-to-end procurement and contract management activities across the Authority.
- Develop and implement strategic sourcing and procurement plans that support organisational priorities.
- Manage complex tender processes, including market engagement, evaluation, negotiation and contract award.
- Ensure compliance with Victorian Government procurement policies, including Social Procurement and Local Jobs First requirements.
- Establish and continuously improve procurement policies, frameworks, controls and processes.
- Monitor procurement performance, supplier expenditure and contract outcomes to identify efficiencies and value opportunities.
- Build strong supplier and stakeholder relationships and negotiate favourable commercial outcomes.
- Identify and manage procurement and contract-related risks and compliance obligations.
- Prepare reports, recommendations and briefing papers for senior leadership and governance bodies.
- Lead, coach and develop the Procurement Officer while fostering a culture of integrity, collaboration and continuous improvement.
Skills And Experiences
What We're Looking For
- Relevant tertiary qualifications in Procurement, Supply Chain, Contracts Management, Logistics or a related discipline.
- Extensive procurement experience, with at least 7 years in a similar role.
- Strong knowledge of government procurement frameworks, regulations and best practice.
- Demonstrated experience developing and maintaining procurement and purchasing processes in a public sector environment.
- Proven ability to lead complex sourcing, tendering and contract management activities.
- Strong commercial acumen, negotiation skills and experience managing supplier relationships.
- Excellent stakeholder engagement skills with the ability to influence and build trusted partnerships.
- Experience preparing procurement reporting, performance metrics and governance documentation.
- Strong organisational skills with the ability to manage competing priorities and deliver outcomes.
- Exceptional written, verbal communication and presentation skills.
- Experience leading teams, building capability and supporting organisational change initiatives.
