The Great Ocean Road Coast and Parks Authority is responsible for protecting and managing one of Australia’s most iconic coastal landscapes. We care for parks, reserves and marine environments along the Great Ocean Road, including internationally recognised visitor sites. Working closely with Traditional Owners, communities and stakeholders, we protect environmental, cultural and heritage values while supporting sustainable visitation and long‑term conservation.

As Planning Manager, you will lead a high-performing, multidisciplinary team to deliver impactful planning outcomes across one of Victoria’s most unique coastal environments. You will:

  • Provide strategic leadership on land use, coastal planning, statutory planning and climate adaptation
  • Lead the development and delivery of key strategies, including land management and coastal adaptation plans
  • Oversee statutory planning functions, ensuring compliance with planning, environmental and cultural heritage legislation
  • Deliver complex, high-impact projects within budget, scope and timeframes
  • Build strong partnerships with Traditional Owners, government agencies, community and industry stakeholders
  • Provide expert advice to support executive decision-making and organisational strategy
  • Drive evidence-based decision-making and innovative, place-based solutions
  • Strengthen organisational capability in planning, governance and coastal resilience
  • Embed risk management practices, particularly relating to coastal hazards and climate impacts

We are looking for a collaborative and influential leader with strong technical expertise and a passion for sustainable coastal management. You will bring:

  • Tertiary qualifications in planning, environmental management, coastal management, engineering or a related field
  • Significant leadership experience (5+ years), including managing multidisciplinary teams
  • Demonstrated experience within the Victorian Planning System and relevant legislation
  • Strong strategic thinking and ability to develop and deliver planning frameworks and policy
  • Proven track record delivering complex programs or projects in challenging environments
  • Excellent stakeholder engagement and negotiation skills, with the ability to influence outcomes
  • Strong analytical and problem-solving capabilities, with sound professional judgement
  • Experience managing budgets, financial planning and project delivery
  • Ability to provide clear, authoritative advice and reporting to senior stakeholders
  • A commitment to innovation, continuous improvement and collaborative ways of working
