About the Role: Reporting to the Director People and Culture, GORCAPA is seeking an experienced People and Culture Manager to lead the operational delivery of HR services and strengthen workforce capability, wellbeing, and performance. Leading a diverse HR team, the role oversees recruitment, HR business partnering, HR administration, governance, employee and workplace relations, performance management, and learning and development. As an HR subject matter expert, you will partner with leaders to manage complex employee relations matters, deliver wellbeing and psychological health initiatives, and embed a safe, inclusive, and high-performing culture. You will ensure HR practices are contemporary, compliant, and aligned with GORCAPA’s strategic priorities. Operating within the Corporate Services Directorate, the role supports the delivery of modern systems, specialist advice, and governance frameworks that enable efficient, compliant, and impactful on-ground services.
Key Responsibilities:
- Lead the delivery of end-to-end HR operations, including recruitment, learning, wellbeing, onboarding, HR Administration, and workforce lifecycle management.
- Manage workplace and employee relations, including complex case management, investigations, and performance matters.
- Drive learning and development initiatives to build workforce capability, leadership strength, and career development pathways.
- Provide expert HR advice to leaders and executives to support workforce planning, organisational capability, and performance.
- Develop, interpret, and implement contemporary HR policies, procedures, and frameworks aligned with organisational goals and best practice.
- Ensure compliance with legislation, enterprise agreements, governance requirements, and organisational risk management standards.
- Lead, mentor, and develop the People & Culture team to foster a collaborative, high-performing, and inclusive culture.
