The Role
We are recruiting on behalf of our client for an experienced, proactive and commercially minded Health & Safety Manager to lead and develop the company's Health, Safety & Environmental (HS&E) strategy across its projects, operational sites and wider business.
This is an office-based, Monday to Friday role, with regular travel to project and operational sites as required. The position is offered on a full-time basis, although part-time hours can be discussed for the right candidate.
The role offers considerable variety and the opportunity to work closely with Directors, Project Managers, engineers, site teams, employees and subcontractors across a diverse portfolio of electrical, energy, solar and construction projects.
You will provide practical, pragmatic and commercially aware HS&E advice, helping the business identify and manage risk while ensuring projects operate safely, efficiently and in accordance with current UK legislation, industry standards and best practice.
A key part of the role will be to build on the company's existing safety culture, strengthen systems and processes, identify opportunities for improvement and bring fresh ideas and innovative thinking to the business.
You will be an important member of the wider management team, with the opportunity to influence how Health & Safety is managed and embedded across the organisation.
Key Responsibilities-Health & Safety Leadership & Strategy
- Develop, implement and continually improve the company's Health, Safety & Environmental strategy.
- Work closely with Directors and senior management to establish clear HS&E objectives and ensure they are effectively implemented across the business.
- Develop and promote a positive, proactive safety culture where employees and subcontractors take ownership of Health & Safety.
- Provide clear, practical and commercially aware HS&E advice to management and operational teams.
- Develop effective HS&E communication, briefing and engagement strategies.
- Introduce new ideas, initiatives and innovative approaches to continually improve Health & Safety performance.
- Lead the implementation and ongoing development of an ISO 45001-aligned management system.
- Monitor HS&E performance and identify trends, risks and opportunities for improvement.
Site & Project Support
- Maintain a regular presence across projects and operational sites, providing practical HS&E support and guidance.
- Carry out planned and reactive site inspections, audits and Health & Safety reviews.
- Identify hazards, operational risks and opportunities for improvement, working collaboratively with project teams to implement effective controls.
- Monitor working practices to ensure compliance with company procedures, project requirements and applicable legislation.
- Provide advice and support to Project Managers, site managers and site teams on HS&E matters.
- Monitor subcontractor performance and standards across projects.
- Support project teams in resolving Health & Safety issues and implementing practical solutions.
Risk Assessments, RAMS & Safe Systems of Work
- Review, challenge and support the development of risk assessments, RAMS and safe systems of work.
- Provide practical advice on risk controls, work methods and safe working arrangements.
- Ensure appropriate HS&E documentation is in place, communicated and understood.
- Support the development and maintenance of Construction Phase Plans and associated documentation.
- Respond to HS&E queries from project teams, employees and subcontractors.
- Promote a consistent and proportionate approach to risk management across the business.
Compliance, Legislation & Accreditations
- Ensure projects and operations comply with company procedures and applicable UK Health & Safety legislation.
- Maintain up-to-date knowledge of relevant legislation, guidance and industry best practice.
- Identify and communicate changes in legislation or regulatory requirements to management and project teams.
- Advise the business on actions required to maintain and improve compliance.
- Maintain and support relevant company accreditations and compliance systems.
- Ensure policies, procedures, records and reporting systems are maintained effectively.
- Liaise with external consultants, regulators, auditors and other relevant organisations as required.
Training, Communication & Engagement
- Identify HS&E training requirements and coordinate appropriate training across the business.
- Deliver and support toolbox talks, inductions, briefings and safety communications.
- Develop engaging and practical HS&E communications suitable for both site and office-based employees.
- Ensure employees and subcontractors understand relevant policies, procedures, RAMS and site-specific requirements.
- Promote positive safety behaviours and effective workforce engagement.
- Maintain accurate training, competency and certification records.
Incidents, Accidents & Near Misses
- Lead or support the investigation of accidents, incidents and near misses.
- Establish root causes and identify appropriate corrective and preventative actions.
- Ensure incidents are accurately recorded, reported and appropriately followed up.
- Monitor completion of corrective actions and identify recurring trends.
- Share relevant lessons learned across the business.
- Liaise with external organisations, insurers, regulators or other bodies where required.
Supply Chain & Subcontractor Management
- Monitor and improve subcontractor Health & Safety performance.
- Support supply chain pre-qualification and compliance checks, including policies, licences, qualifications, training and competencies.
- Ensure subcontractors receive appropriate HS&E information, briefings and site requirements.
- Work with Project Managers and site teams to address non-compliance and drive improvement.
- Promote consistent Health & Safety standards throughout the supply chain.
Documentation, Auditing & Reporting
- Maintain accurate and effective HS&E documentation and records.
- Develop and maintain appropriate audit, inspection, incident and corrective-action processes.
- Support management reporting and provide meaningful HS&E performance information.
- Identify trends and provide recommendations for improvement.
- Support Project Managers with the collation of project Health & Safety documentation, including relevant information required for O&M manuals.
- Ensure HS&E records are maintained to an appropriate standard and are readily accessible when required.
Skills & Experience
The successful candidate will ideally have:
- Proven Health & Safety experience within construction, engineering, electrical contracting, M&E, building services, energy or renewable energy.
- Experience in a practical, site-based Health & Safety role.
- Strong knowledge of UK Health & Safety legislation and construction requirements.
- Sound experience of RAMS, risk assessments, inspections, audits and safe systems of work.
- Experience managing or monitoring subcontractor and contractor compliance.
- Experience investigating accidents, incidents and near misses.
- Experience delivering toolbox talks, inductions, briefings and HS&E training.
- A good understanding of fire safety, occupational health and general workplace risks.
- Strong communication and interpersonal skills, with the confidence to engage with Directors, Project Managers, engineers, site teams, employees and subcontractors.
- The ability to provide practical solutions, rather than simply identify problems.
- Strong organisational skills and attention to detail.
- The ability to work independently, manage competing priorities and support multiple projects.
- A proactive approach, with the confidence to challenge unsafe practices and influence positive change.
- Good IT skills, including Microsoft Word, Excel and Outlook.
- A willingness to travel regularly between project and operational sites.
Qualifications & ExperienceEssential -
- NEBOSH Certificate or equivalent Health & Safety qualification.
- Good working knowledge of UK Health & Safety legislation.
- Previous experience within construction, engineering or a related operational environment.
- Full UK Driving Licence.
- GCSE Grade 4 or above in Maths and English, or equivalent.
Desirable -
- NEBOSH Health & Safety Management for Construction Certificate (or equivalent).
- IOSH membership or relevant IOSH qualification.
- Experience within M&E, electrical contracting, building services, energy or renewable energy.
- Good working knowledge of CDM 2015, including Principal Contractor responsibilities.
- Experience developing or operating an ISO 45001 management system.
- Experience with Constructionline or other industry accreditation and compliance systems. xiskglj
