Shape the future of the UK electricity market. Elexon is a purpose-driven, not-for-profit organisation operating at the heart of Great Britain’s wholesale electricity market. We play a critical role in enabling a secure, flexible, net-zero energy system — working across industry, government and consumers to deliver market confidence and nationally significant change.
This is a defining moment to join Elexon. We have successfully delivered market-wide Half-Hourly Settlement, transforming how electricity is balanced and settled and unlocking investment in low-carbon generation. We are now leading the development of local flexibility markets through the Flexibility Market Asset Registration (FMAR) service, creating a single enduring register for flexible assets ahead of live operation in late 2025. From mid-2026, Elexon will also provide enduring governance for the Government’s Smart Secure Electricity Systems (SSES) programme, reinforcing our position at the centre of electricity market reform.
The opportunity: We currently have an exciting opportunity for a Chief Markets Officer (CMO) to join our Executive team and lead the Markets function, ensuring that Elexon’s market frameworks, codes, and operational arrangements remain efficient, fair, and effective in delivering an affordable, clean and secure energy system. CMO will focus on market design, governance, rules and compliance, helping ensure the markets we support are robust, accessible and fit for the future. You will act as principal liaison for Ofgem, Department of Energy Security and Net Zero (DESNZ), National Energy System Operator (NESO), Distribution System Operators (DSOs), wider industry bodies, spanning market effectiveness, evolutionary design, operational performance, regulatory compliance.
Key responsibilities:
- Provide leadership for the design, governance, and evolution of Elexon’s market frameworks, ensuring market arrangements remain efficient, adaptable, and compliant with regulatory developments and policy goals.
- Set the strategic direction for the evolution of GB electricity markets, anticipating future system needs, behaviours and policy changes while defining long‑term priorities for liquidity, transparency, and accessibility to enable competition and innovation.
- Provide collective leadership alongside the Executive Team to drive organisational performance, strategic alignment, and cross‑functional integration.
- Champion a forward‑looking view of system and market transformation, advising the CEO, Board, and stakeholders on emerging trends, risks, and opportunities.
- Develop and articulate a clear market strategy that supports more liquid, accessible and thriving markets, ensuring Elexon’s frameworks, governance structures, and technical standards enable fair competition, innovation, and participation.
- Oversee the market design, ensuring clear prioritisation of modification proposals and alignment with Ofgem’s Strategic Direction Statement (SDS) and wider code reform initiatives.
- Work with the Regulatory Team to support Licence regulatory reporting to evidence licence compliance.
- Direct the market monitoring and compliance to ensure the integrity, transparency, and accountability of the market through effective analysis and assurance.
- Provide leadership to the industry, Ofgem and the Government on opportunities for more effective markets and inform policy development and regulatory arrangements through analysis and insight on market performance.
- Lead engagement with Ofgem, DESNZ, NESO and other industry bodies to influence policy and reform agendas.
- Ensure that market rules are clear and understandable through publication, communication and education, engaging with industry participants and key stakeholders to encourage compliance, lowering barriers to entry and catalysing participation and market liquidity.
- Represent Elexon in high-level industry forums and policy groups, acting as a trusted and authoritative voice on market design, settlement, and flexibility facilitation.
- Oversee risk management across all market operations, embedding robust controls within settlement, assurance, and code governance processes.
- Foster a culture of impartiality, evidence-based decision-making, and collaboration across market participants, regulators, and internal teams.
- Drive continuous improvement in operational efficiency, automation, and data transparency across all market activities.
About you:
- Proven leadership in market design, regulation, or energy system operation at executive level.
- Deep understanding of the Balancing and Settlement Code (BSC) and trading/settlement mechanisms.
- Strong grasp of flexibility markets, capacity mechanisms, and local and national market interfaces.
- Evidence of delivering complex regulatory or market reform programmes within the UK energy sector.
- Exceptional stakeholder management and credibility with Ofgem, DESNZ, NESO, DSOs, and industry participants.
- Analytical and data-driven approach to decision-making.
- Demonstrated ability to lead multidisciplinary teams through transformation and regulatory change.
