Join Elexon and help shape the future of the GB energy market. We’re looking for an experienced Policy Lead (known as a Change Lead) to join our Rules Management team. In this pivotal role, you’ll lead industry change projects that directly influence how the GB electricity market operates. You’ll research complex technical topics, guide cross‑functional teams, and deliver high‑quality recommendations that support Ofgem, government, and market participants in shaping a more resilient and flexible energy system.

What you’ll do:

  • Lead and coordinate 2-4 subject‑matter experts to deliver change projects through a structured governance process
  • Research and assess the impact of market and regulatory change, producing clear, well‑structured technical reports for industry decision makers
  • Present findings and recommendations to industry groups, panels and committees
  • Engage with key external stakeholders including Ofgem, DESNZ, the National Electricity System Operator, and wider market participants
  • Plan and prioritise a demanding portfolio of work, ensuring delivery to tight and often immovable deadlines
  • Manage and facilitate internal and external meetings, workshops and working groups
  • Ensure accurate and timely publication of change documentation and records
  • Drive continuous improvement across team processes and ways of working

What you’ll bring:

  • Strong experience delivering regulatory, market, policy or technical change in a complex environment
  • Exceptional written communication skills, with the ability to explain technical and market concepts clearly and concisely
  • Confidence presenting to internal and external stakeholders, including senior representatives
  • Outstanding planning and organisational skills, able to manage multiple priorities and time‑critical work
  • A strong analytical mindset, comfortable navigating ambiguity and solving problems independently
  • A proactive, collaborative and resilient approach – able to build strong working relationships across teams

Desirable (but not essential):

  • Understanding of the GB electricity market, industry Codes, or wider energy policy
  • Experience in project management or business analysis
