Make a Meaningful Impact with Elevate Supported Living. At Elevate, we believe that everyone deserves the opportunity to live a fulfilling and independent life. Our work is driven by a commitment to integrity, inclusion, accountability, innovation, and a strong focus on the people we support. We are currently progressing through our CQC registration to deliver regulated personal care within our Supported Living services for individuals aged 16–65 and adults with emotional, behavioural and social difficulties, learning disabilities, and mental health needs. As part of this journey, we are seeking an experienced and values-driven CQC Registered Manager (Joint Registration) to play a pivotal role in shaping, registering, and leading our services from the ground up.

About the Role: This is a senior leadership opportunity for an experienced Registered Manager with a strong regulatory track record. You will take joint responsibility for CQC registration, ensuring that our services are not only compliant, but consistently deliver safe, effective, person-centred support. This role is particularly suited to someone who understands the complexities of supporting young people aged 16–18 as well as adults within a CQC-regulated environment, including safeguarding, governance, and transition into adulthood. You will be instrumental in embedding a culture where quality, dignity, and outcomes for service users are at the centre of every decision.

Key Responsibilities: You will:

  • Hold joint legal responsibility for CQC registration and regulated activities
  • Lead on compliance, inspection readiness, and regulatory reporting
  • Develop and embed robust governance systems, policies, and procedures
  • Ensure full alignment with CQC regulations and Key Lines of Enquiry (KLOEs)
  • Promote a culture of accountability, continuous improvement, and reflective practice
  • Provide leadership, supervision, and development to staff teams
  • Maintain strong safeguarding, risk management, and quality assurance frameworks
  • Ensure services are inclusive, safe, and appropriate for individuals aged 16–65
  • Oversee person-centred planning, ensuring meaningful outcomes for those we support

What You’ll Need to Succeed: We are looking for an experienced leader who can combine regulatory expertise with a strong values-based approach.

  • Level 5 Diploma in Leadership for Health & Social Care (or equivalent)
  • Current or previous CQC Registered Manager status
  • Minimum 2 years’ experience as a Registered Manager
  • Strong inspection and compliance history
  • Minimum 2 years’ experience working in Supported Living
  • Experience delivering or overseeing regulated personal care

Knowledge & Expertise:

  • CQC regulations and KLOEs
  • Safeguarding (including adolescents and vulnerable adults)
  • Mental health, learning disabilities, and supported living
  • Experience in joint or multi-site CQC registration
  • 2 years of experience working with Young People and Adults
  • Experience supporting young people aged 16–18 within CQC-regulated services
  • Previous involvement in service mobilisation or new service registration
  • Experience improving or achieving ‘Good’ or ‘Outstanding’ CQC ratings
  • Strong understanding of transition services (16–18 into adulthood)
  • Experience developing policies, audits, and quality assurance frameworks from scratch
  • Exposure to Ofsted-regulated environments or working across children’s and adult services
  • Experience working within a growing or start-up organisation
  • Evidence of implementing innovative or outcome-focused service models

What We Offer:

  • Competitive salary of £45,000 – £55,000 per year
  • 35 days annual leave (including bank holidays)
  • 24/7 Employee Assistance Programme
  • On-site parking

This is more than a compliance role — it is an opportunity to lead with purpose, influence service design, and make a lasting difference.

Our Values-Based Recruitment Approach:

  • Integrity: You act with honesty and transparency, making decisions that prioritise the safety, dignity, and rights of the people we support — even when under pressure.
  • Inclusion: You create environments where everyone feels respected, heard, and valued. You understand the importance of equality, diversity, and adapting support to meet individual needs.
  • Accountability: You take ownership of your responsibilities, maintain high standards, and are confident in being accountable to regulators, colleagues, and the people we support. You are forward-thinking and solutions-focused, able to design and develop services that respond to changing needs while continuously improving quality and outcomes.
  • Service User Focus: You are passionate about delivering truly person-centred care, ensuring that individuals are empowered, involved in decisions, and supported to achieve meaningful outcomes.

We believe that recruiting the right people is fundamental to delivering safe, effective, and compassionate care.

Additional Information:
