About the
Role: We are seeking a Senior Area Surveyor to lead and project-manage a team within the Asset Maintenance Team.
You will be responsible for the repairs, maintenance, and long-term condition of council assets, including homes, extra care schemes, communal facilities, garages, and void properties.
This role focuses on improving council homes to meet the Decent Homes Standard and surpassing it to provide high-quality homes while protecting assets.
A key strategic goal is improving energy efficiency to meet the Council’s Climate Change Agenda, aiming for EPC level B.
Key Responsibilities
- Provide technical expertise in multiple disciplines relating to building and land asset maintenance.
- Lead on the scope, specification design, and procurement of Asset Management contract services, including cyclical and servicing contracts, planned improvements, and reactive repairs.
- Oversee and project-lead a team to deliver repair, maintenance, and improvement works through contracts and in-house Property Services.
- Identify long-term planned maintenance requirements and design comprehensive work programmes.
- Carry out investigations, options appraisals, design projects, and prepare budget estimates and tender documentation.
- Undertake Client Duties under the Construction (Design and Management) Regulations 2015.
- Manage and monitor revenue and capital budgets for the service, delivering within budget limits.
- Provide management and technical support to the team, developing knowledge and skills.
Requirements
- Degree in building surveying or significant relevant experience.
- Professional Member or Fellow of the Royal Institution of Chartered Surveyors (RICS) or Chartered Institute of Building (CIOB).
- High level of professional experience in building surveying functions.
- Significant experience in delivering Partnership or Term Maintenance Contracts or similar construction/planned maintenance delivery.
- Knowledge and experience of JCT and NEC forms of Contract, HSE Guidelines, and understanding of HHSRS.
- Advanced knowledge of CDM regulations.
- Excellent ICT skills, including Microsoft applications and Asset Management systems.
- Knowledge of Landlord and Tenant law, contract management practices, building regulations, and health and safety legislation.
- Strong communication, interpersonal, and presentation skills.
- Project management skills and experience.
