The Role
Elevate projects are working in partnership with our client, a registered affordable housing provider, in appointing an experienced Compliance Programme Manager to establish, mobilise and lead a comprehensive Electrical Installation Condition Report (EICR) compliance programme within Property Services. This is a key contract role responsible for ensuring statutory electrical compliance across a large and varied housing portfolio, delivering the programme using a mixed delivery model of Direct Labour Organisation (DLO) and specialist sub-contractors. The postholder will be responsible for setting up governance, controls, reporting, delivery plans and assurance processes, then driving performance to achieve and maintain 100% compliance.
Key Responsibilities
- Set up and mobilise an end-to-end EICR compliance programme from inception
- Develop and implement programme plans, milestones, budgets and risk controls
- Manage delivery through a blend of DLO resources and external contractors
- Establish robust compliance processes, procedures and audit trails
- Ensure all works meet statutory requirements, industry standards and internal policies
- Monitor performance, productivity, quality and cost across all delivery partners
- Manage contractor performance, KPIs, commercial arrangements and variations
- Provide clear reporting, dashboards and assurance to senior stakeholders
- Identify and mitigate risks, including access, data quality and capacity constraints
- Support wider Property Services Compliance objectives and continuous improvement
Essential Experience & Skills
- Proven experience delivering large-scale compliance programmes within housing or property services
- Strong working knowledge of EICR, electrical safety legislation and compliance frameworks
- Experience managing programmes using both DLO and subcontractor delivery models
- Excellent programme management, mobilisation and stakeholder engagement skills
- Strong commercial awareness and contractor management capability
- Ability to work autonomously and deliver at pace in a complex operational environment
