About the Role
We are seeking a Head of FM and Capital Projects to lead, manage, and direct the strategy and internal governance for the delivery of Facilities Management (FM) across the Council and its partner services. You will implement a strategic overview of FM operations, ensuring that facilities management activities are regularly reviewed in terms of contract management, building-related duties, and procurement arrangements. This includes FM energy-related works and works related to net-zero carbon efficiencies through lifecycle repairs and/or upgrades.
Key Responsibilities
- Oversee the formulation and delivery of plans for the management of the Council's property assets, ensuring they are inspected and maintained in accordance with legislative and regulatory requirements.
- Develop and implement effective arrangements for Facilities Management in all premises occupied by the Council, its staff, or partners.
- Present timely and relevant information and advice to Members and Officers regarding the Council's property and land assets.
- Ensure that the Council's property assets are regularly inspected, maintained, and reviewed to keep them in good repair and maximise their benefit.
- Ensure all statutory and legislative requirements are met, including completing risk assessments and remedial works.
- Put in place contracts and agreements with contractors or providers to deliver Facilities Management functions effectively, ensuring value for money.
- Procure suitable providers/contractors for specialist work and direct/monitor them to ensure services are delivered to specified standards, within agreed budgets and timescales.
- Stay conversant with relevant statutory and regulatory requirements, particularly as they relate to Local Authority-owned and occupied properties.
Requirements
- Degree in Facilities Management or a similar field.
- CIWFM or similar professional accreditation.
- Project Management qualification (e.g., PRINCE2).
