Position Description

The primary purpose of the Project Engineer role is to lead multi-discipline capital projects normally ranging in value from £50K to £2M through all project delivery stages from initial development to final completion, commissioning, and handover.

Some of the Project Engineers within the Team also provide other site support functions including the Site Discipline Engineers (Mechanical, Civil, Instrument, Electrical). Where relevant, the Site Discipline Engineers will act as the “duty holder” in relation to certain statutory requirements and specifically in relation to responsibilities, within their discipline, as outlined by COMAH requirements.

Functions, Duties, Tasks

PROJECT FEASIBILITY/PROFILING

Work with identified site customer team representative(s) (and or business owner) to identify, develop and assess project requirements including supporting business case and relevant case options.Ensure preparation and approval of scope definitions, process design sheets and drawings in consultation with required customer groups and personnel including Manufacturing, QA, EHS and Maintenance. Production of funding approval documentation, review of scope against regulations and standards and ensuring adherence or approving exceptions to the above.

PROCUREMENT:

Ensure company FRAP process is followed and general accounting rules are applied to provide TriRx with best value cost options. Review bids and oversee procurement process.

CONSULTANCY/TECHNICAL ROLE:

Provide engineering and technical advice to the site and TriRx where needed. As required or requested update and/or develop site engineering standards in consultation with other site engineering personnel or groups.

(For Site Discipline Engineers/Responsible Engineers):

A Discipline or Responsible Engineer has specific responsibilities associated with; statutory needs (e.g., COMAH) and company procedures that are set out in relevant guidance/legislation etc. Engineers will ensure that they work with management to ensure their knowledge and experience remains current in relevant subject areas through appropriate professional development activities.

PROJECT MANAGEMENT

Responsibility for reviewing and approving all variations and changes to project scopes including and ensuring impact of any changes are assessed and approved as appropriate. Responsible for the oversight of contract resources during all project delivery phases. Ensure all work is adequately reviewed and challenged to ensure safe implementation and best value design.

PLANNING/SCHEDULING:

Ensure appropriately detailed plan/schedule in place and maintained for all projects. Ensure that this plan is set in agreement with TriRx/site representatives and that adherence to plan is met, managed, and communicated to stakeholders.

VALIDATION

Review and acceptance of Commissioning Master Plans, and other relevant C&Q documentation. Responsible for ensuring satisfactory turn-over of projects and equipment to the user.

FINANCIAL CONTROL:

Responsible for the control of capital expenditure throughout the life of projects. Responsible for all SAP interface actions, approval of requisitions, payment of invoices, tracking of expenditure and forecasting cash flow and final project spend.

OPERATING AND MAINTENANCE TRAINING/PROJECT HANDOVER

Responsible for the transfer to User process. Ensuring all elements are adequately delivered for safe and compliant operation of the assets.

Minimum Qualifications

Engineering degree qualified (chartered status preferable for Site Discipline Engineers)
