About The Role

EKFB has been appointed by HS2 to deliver civil engineering works across an 80km section of the new high-speed rail link between the Chiltern Tunnel and Long Itchington Wood.

We are seeking a Utilities Agent to oversee the delivery of utility diversions and connections for our Greatworth to Southam area of works.

The role requires ensuring all works are delivered safely, on time, to the required quality, and within budget, while ensuring compliance with HS2 requirements and contractual obligations.

Responsibilities

  • Manage and supervise the delivery of contestable utility diversions and connections within the designated area.
  • Coordinate with designers, statutory undertakers, construction teams and HS2 to ensure utility designs and proposals are fully integrated.
  • Prepare scopes of work for utility subcontract packages.
  • Support the Utilities Process Coordinator in the delivery of C4‑C9 NRSWA processes.
  • Work closely with construction teams to deliver the allocated utility scope and ensure compliance with safety and quality standards.
  • Provide routine progress reports to the Utilities Project Manager and construction teams, highlighting risks, issues and opportunities.
  • Attend and lead meetings with internal and external stakeholders, ensuring clear communication and follow‑up on actions.
  • Capture and distribute quality packs and as‑built information in line with EKFB standards and information management protocols.
  • Collaborate with the Utilities Project Manager and Commercial Manager on handover and adoption processes with statutory undertakers.
  • Manage Utilities Coordinators for implementation of the EKFB Breaking Ground Standard.

Qualifications and Requirements

  • Degree level qualification in project management, commercial management, civil engineering or equivalent experience.
  • Experience delivering utility projects with statutory undertakers in the power, water, gas, fuel or telecoms environment.
  • Knowledge of the New Road Street Works Act, HAUC, HS2 Act, Assurance & PPAs and utility regulations to inform project management of design, construction and connection works with statutory undertakers.
  • Excellent verbal and written communication skills.
  • Must hold a valid driving licence and have access to a vehicle.
  • Mandatory CSCS card (Black, White, White/Yellow, Yellow or Red) with at least one year of experience.
  • BPSS security clearance (to be obtained during onboarding).
