Overview
Highways Handover and Completion Manager role based in Milton Keynes. The Highways Handover and Completion Manager will be the main route-wide point of contact between the Handover & Completion Team and the Highways Teams. The purpose of this role is to review and update the highways completion plan to remain relevant and useful, and to update, discuss and agree Interface Control Documents with local authorities including maintenance regimes. The role identifies, drafts, publishes and briefs procedures or guidance to support practical application of the highways completion plan and defines multi-disciplinary tasks required at stages of highways handover. The role monitors and reports progress on the highways (temporary and permanent) completion programme, assesses readiness, and liaises with site teams as required. It requires regularly reviewing information in SmartConnect (including the consents register and the handover readiness tracker) and supporting teams to keep it up to date and coordinated. The position supports management of delivery of highway boundary drawings required for completion and manages the programme and priorities routewide, including review and tracking of part-complete highways opened in temporary states with temp works and traffic teams. It also supports the development and management of the route-wide highway maintenance scope (temp, perm and PROWs), strategy, and package to enable procurement, and plays an active role in troubleshooting within the Handover & Completion space. The role collaborates with the Route wide Commercial Team to notify changes to the envisaged process and supports adequate audit processes.

- Identify, draft, publish and brief out procedures or guidance to support practical application of the highways completion plan.
- Define multi-disciplinary tasks required at stages of highways handover and brief to all involved teams.
- Monitor and report progress on highways completion programme and assess readiness, liaising with site teams as required.
- Manage highway boundary drawings required for completion and oversee the programme and priorities routewide.
- Review and track the status of part-complete highways opened in temporary states in liaison with temp works and traffic teams.
- Support the development and management of the route-wide highway maintenance scope (temp, perm and PROWs), strategy and procurement packages; contribute to problem solving in Handover & Completion.
- Collaborate with the Route wide Commercial Team to communicate process changes and support audit processes.
Qualifications
- Degree (or equivalent) level qualification in Civil Engineering.
- Extensive experience in highways construction and/or design, with a strong background in handover, completion and commissioning on major projects.
- Experience in managing interfaces with and securing consents from local councils at different project delivery stages.
- Excellent people and communication skills; ability to influence stakeholders and build strong internal and external relationships.
- Ability to drive efficient delivery and business improvement with strong commercial skills.
- Ability to work independently and be proactive.
- Ability to manage and mitigate risks to a large programme.
