My client is a Refinery located on the east coast of England in North Lincolnshire, United Kingdom. The Humber facility includes crude distilling, naphtha reforming, fluid catalytic cracking, hydrodesulfurization, thermal cracking and delayed coking units. The refinery has two coking units with associated calcining plants. This is the only coking refinery in the United Kingdom, producing high-quality specialty graphite and anode-grade petroleum cokes, as well as a high percentage of transportation fuels. The majority of the light oils produced by the refinery are distributed to customers in the United Kingdom by pipeline, railcar and truck, while other refined petroleum products are exported throughout the world.
They are currently seeking a skilled and experienced Project Quantity Surveyor and Cost Engineer to join their team on a temporary basis initially covering 24 months but this could continue after. The vacancy resides within their Project Group and will report through their Project Manager.
THE ROLE:
- Liaison with construction and procurement groups in the preparation, award and management of construction / fabrication contracts.
- Develop and amend 'Schedule of Rates' basis to apply to discipline construction contracts.
- Develop and implement processes to measure, value and certify construction works performed.
- Coordinate with 3rd Party Contractors to resolve cost management issues.
- Support project and construction disciplines to negotiate and resolve contract claims and variations.
- Provide advice and guidance on optimal compensation / measurement methods.
- Input to cost monitoring and forecasting of construction projects.
- Manage site instructions and variation orders.
- Through effective contract control, have an impact on a significant element of the refinery capital budget.
- Experience in Civils and Piping QS measure required.
Standard working hours are 08:00 - 16:30. However, they also have 2 different working patterns as part of the flexible working policy at the business which is available to Agency workers.

- Quantity Survey (QS) trained and certificated.
