Responsible for: The supervision of cleaning staff at a specified location
Job Purpose: To provide a cleaning service within a building or building complex to agreed standards.
Duties and Responsibilities:
- Plan, organise and control the work of cleaning staff to ensure that EA standards are met, understanding that the cleaning supervisor personally undertakes cleaning duties.
- Carry out induction and skills training including refresher training in line with EA practice.
- Liaise with the building manager or other authorised person on day-to-day issues related to cleaning.
- Investigate complaints regarding the cleaning provision, take corrective action and advise the designated line manager where appropriate.
- Ensure adequate supplies of materials and light equipment are requisitioned and maintained at appropriate levels within the budget allocated, ensuring equipment is kept in good condition, used and stored correctly.
- Monitor suitability and performance of materials and light equipment and advise the designated line manager where these are inappropriate for the task.
- Recommend and implement changes in work procedures in consultation with the designated line manager to improve economy, standards or ease of operation.
- Ensure that the cleaning standards within the premises meet EA standards.
- Allocate keys to cleaning staff and ensure they are returned at the end of each day.
- Plan periodic work in consultation with service users and report plans to the Area Co-ordinator in advance of school closures.
- Ensure all records in respect of staff attendance, holidays, absence are completed, authorised and returned to EA in good time.
- Maintain records of consumable stocks and inventory of equipment.
General Conditions:
- All duties must comply with the Health and Safety at Work (NI) Order 1978; Acts of Parliament, Statutory Instruments and Regulations and other legal requirements; The COSHH Regulations; Codes of Practice.
- All duties will be carried out in the working conditions normally inherent in the particular job.
- Cover colleagues on sick leave in line with EA procedure.
- Absence must be reported in line with the EA’s Procedure and relevant forms must be completed and signed by the Building Supervisor.
- When carrying out cleaning duties, protective clothing or work wear issued must be worn.
- Flat-soled enclosed-toe footwear should be worn when carrying out cleaning duties.
- Any cleaning equipment issued must be used and cared for in an appropriate and safe manner, with any defects being reported immediately.
- All necessary paperwork must be completed.
- Duties will be carried out for jobs up to and including those in the same grade, provided such duties are within the competence of the employee.
Training:
- Employees will accept any training for jobs graded at a higher level than their own. Payment will only be made where there is a requirement by the authority for the higher-level duties to be carried out.
- Employees must accept any training to facilitate the undertaking of duties up to and including their own grade.
- The training to include: Induction Training, Refresher Training.
Equality and Safeguarding:
In accordance with Section 75 of the Northern Ireland Act (1998), the post-holder is expected to promote good relations, equality of opportunity and pay due regard for equality legislation at all times. Posts involving work in educational institutions are subject to the provisions of the Safeguarding Vulnerable Groups (NI) Order 2007. The successful applicant will require an enhanced disclosure check which at present costs £33. Further details regarding the payment of this check will be issued with the contract of employment.
Essential Criteria:
- Experience: Demonstrable two years’ experience of cleaning outside the home environment. To meet the statutory obligations under Health and Safety legislation, the successful applicant may be required to undertake training as necessary and provided by the EA cleaning service.
Additional Essential Criteria:
- Abilities: Ability to use own initiative and to work under pressure to meet specific deadlines. Effective communication and interpersonal skills, including the ability to communicate and take instruction in the English language. Effective organisation and planning skills. Ability to work as a member of a team. Flexible approach to work, and able to give instruction.
- Knowledge: Knowledge of the requirements of a Cleaning Supervisor. Knowledge of Health and Safety at Work NI Order 1978. Knowledge of cleaning methods and machinery.
- Values Orientation: Evidence of how your experience and approach to work reflect EA’s ethos and values.
Desirable Criteria:
- Experience: Demonstrable experience of supervision of staff.
- Values: Evidence of commitment to equality and excellence in service delivery, reflecting the goal of meeting the needs of all children and young people equally and ensuring equality of access to excellent education services.
Disclosure of Criminal Background:
The Safeguarding Vulnerable Groups (Northern Ireland) Order 2007 defines working directly with children or young people or in specified places as ‘regulated activity’. In the event that you are recommended for appointment to a post that involves ‘regulated activity’, the Education Authority will be required to undertake an Enhanced Disclosure of Criminal Background.
