Project Health, Safety and Environmental (HSE) Advisor (Night Shift)

Main Duties:

• Promote a positive safety culture across the site.
• Ensure that the Employer's, Contractor's and Enka's overall HSE policies and procedures are adhered to.
• Coordinate area-specific HSE Management System, making adjustments as necessary in response to area-specific requirements.
• Identify actions required to implement HSE training, environmental, security, emergency response and occupational health services plans within the construction area.
• Provide competent HSE advice and guidance to construction management, supervisors, and the workforce.
• Maintain and administer the area HSE record-keeping system.
• Participate in the development of task-specific Risk Assessment and Method Statement (RAMS) and attend Point of Work Risk Assessment (PoWRA) meetings, etc., as required.
• Ensure risks are reduced to As Low As Reasonably Practicable (ALARP), and that appropriate control measures are identified, implemented and maintained.
• Monitor compliance with project, company and regulatory requirements.
• Initiate corrective action through the line supervisor or Project HSE Management System refinement.
• Monitor high-risk construction activities, including working at height, confined space, hot works, etc.
• Liaise with construction management, supervision, and subcontractors on HSE matters.
• Establish a system to ensure all actions identified during planned inspections, incident investigations and HSE communications are tracked to completion.
• Conduct planned HSE inspections and audits, providing timely feedback and ensuring corrective actions are implemented.
• Assist in incident investigations, regulatory compliance audits, project health surveys, and insurance audits.
• Shall ensure that a "zero harm" approach is taken in relation to all acts and omissions in relation to the services and the project.
• Acknowledges that due to the nature of the project, nuclear safety and security are of paramount importance.
• Agrees to comply with any rule, instruction or requirement of the Company in relation to the services which the Company determines, in its sole and absolute discretion, is necessary in order for the Company to comply with its obligations under the nuclear site license.
• Safe use, protection, storage and care of PPE, hand and power tools, etc. that have been assigned as part of your activities.
• Support Permit to Work systems.
• Deliver or support HSE inductions and toolbox talks.
• Support pre-job briefings and leadership engagement (safety tours, walkdowns).
• Support behavioural safety initiatives.
• Support accident investigations, where required.
• Participate in emergency exercises and drills.
• Conduct independent HSE assurance inspections and audits.
• Support behavioural safety programmes and safety culture improvement initiatives.
• Monitor and report on leading and lagging indicators.
• Ensure robust document control and compliance with the audit trail.
• Authority to intervene and stop unsafe work where necessary.
• Authority to escalate safety concerns to senior management.

Requirements:

• Minimum of 5 years' experience in construction, industrial or infrastructure projects.
• Fluent in English (written and verbal).
• Good working knowledge of the Construction (Design and Management) Regulations 2015.
• NEBOSH General or Construction certification (Essential).
• Membership of the Institution of Occupational Safety and Health (TechIOSH or CertIOSH) is preferred but not essential.
• Experience working in high-risk construction environments is preferred but not essential.
• Ability to achieve Baseline Personnel Security Standard (BPSS) Security Clearance.
• Either hold or obtain the "Client, Contractor National Safety Group" (CCNSG) Safety Passport.
• Demonstrate ability to work within a diverse, multi-national project environment.
• Strong Communication and influencing skills.
• Ability to work independently.
