Job Purpose / Overview
The Sizewell C Project requires a Head of Ancillary Works to manage the Engineering, Procurement, Construction and Handover of Structures and Components, ensuring that their scope is delivered Safely, to Quality, on Time and within Cost parameters for their respective scope in accordance with the overall SZC Project schedule.
Reporting to the Main Civil Works (MCW) Programme Manager, the Head of Delivery is responsible for the direction & leadership of all activities associated with the full life cycle delivery of the Main Civil Works (MCW) elements assigned to them which are the Main Civils for Unit 1 and 2.
Within a matrix organisation, the role holder will have responsibility to lead/manage a team of Project Managers and functional support to ensure delivery of the associated assets, structures and components, up to a capital value of ÂŁ1.2 billion.
In addition to the Project Managers who will directly report to them, the Head of Delivery will have to engage and interface with a matrix team of other disciplines forming the project delivery team eg: the SZC supply chain team, the Responsible Designer (RD), the NI programme, the SZC quality team, PMO and stakeholders.
The Head of NI Delivery will sit in the Civil Works Alliance Delivery Team and the SZC Client Programme Management Team with cross functional responsibilities.
Principal Accountabilities
The role holder will:
- Define the work scope to be delivered within the packages of work and the interfaces to the other elements of the sub-programmes and programmes.
- Secure the required resources to meet their project requirements, ensuring the maintenance of SQEP for any assigned resource and promptly identifying any personnel shortfalls or issues within their project team.
- Develop and execute effective execution strategies and plans in line with the overall Programme Definition Document (PgDD), setting out how the programme of work will be managed, organised and executed.
- Lead, deliver and maintain the associated Project Definition Document (PjDD) which sets out the “what”, “how”, “when” and “who” for the delivery of the scope works.
- Maintain effective communications with all stakeholders and execute the project or delivery strategies within their scope of work.
- Drive the delivery of the associated activities to ensure they are delivered safely, on time, to budget, meeting business and technical requirements.
- Complete CDM assurances and maintain CDM compliance for scope, whilst executing the delegated responsibilities of the SZC Principal Designer.
- Ensure compliance with all relevant SZC processes and procedures as detailed in the Integrated Management System.
- Monitor and manage the progress of the programme – track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters.
- Anticipate, manage and resolve issues within the scope of works.
- Identify risks and facilitate the resolution of all issues raised, develop and update the programme budget, and escalate any issues.
- Ensure schedule is developed and maintained on their scope, consistently with the overall Project schedule.
- Escalate any discrepancies to the MCW Programme Manager.
- Ensure the List of Deliverables (LOD) relating to the scope of work is delivered.
- Apply the principles of Earned Value Management (EVM).
- Report EV progress to Senior Management on a defined periodic basis.
- Ensure suitable level of review is completed for the Contractor’s applications for payment.
- Apply the principles of Continuous Improvement.
- Ensure that lessons-learnt and knowledge-capture are practiced as business as usual.
- Interface with other programmes to ensure a high-level view of how the total project is progressing and to identify and adopt the use of best practice.
- Ensure that contract management requirements are fulfilled.
- Establish and maintain effective working relationships with all project team members.
- Maintain Quality management and control throughout lifecycle.
- As a defined Nuclear Baseline role will be responsible for Intelligent Customer decision making and control accountabilities, as PM, IC and Nuclear Practitioner.
Nuclear Safety Accountabilities
This Post will have nuclear safety and environmental responsibilities (“roles”) which could have an impact on nuclear safety or environmental protection through the activities that they perform.
Knowledge, Skills, Qualifications & Experience
- Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security, and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.
- Demonstrate success in managing / developing: Engineering design, contract and field execution strategies for project delivery, Multi-discipline EPCM projects, Procurement and management of complex contracts.
- Experience of managing / influencing contractors, consultants and other advisors throughout large and complex construction projects.
- Control of costs; risk; schedule and change and proficient in the use of Earned Value tools.
- Close out of commercial claims and the associated negotiations.
- Experience of successfully engaging groups of stakeholders.
- Able to demonstrate strong management skills including project management, financial management, change management and facilitation.
- Proficient in the use of estimating scheduling, programming and risk tools.
- Experience of managing contractors, consultants and other advisors throughout large and complex construction projects, in a regulated environment. Including NEC and FIDIC contracts.
- Experience of working with Alliances and Joint Ventures.
- Good presentation, influencing and facilitation skills.
- Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
- Strong numerical and analytical skills.
- Experience working in programme of works with multi nationalities and cultures, but not essential.
- Degree and/or chartered status in an engineering, construction, project management or other related field.
- Good knowledge and experience of CDM Regulations.
- Knowledge and / or practitioner of Project Management with experience of applying either; APM body of knowledge and OGC's Prince 2.
- Can demonstrate experience of managing project through the project lifecycle from concept to handover.
- Understanding the needs of nuclear quality and how nuclear quality is assured and controlled.
- Understand how to apply a graded approach to quality.
