The Opportunity

As a Personnel Security Manager, you'll be responsible for ensuring full integration and engagement with the EDF and Sizewell C nuclear businesses across the UK, as part of Nuclear Services - the UK's civil nuclear technical centre of excellence. You will lead the delivery of effective personnel security arrangements, including counterinsider policy development, risk management, stakeholder engagement and the provision of tailored advice and solutions aligned to the unique regulatory requirements of the civil nuclear sector.

You will work in close collaboration with, and as an integral part of, three nuclear licensees operating across the full nuclear lifecycle. Acting as the focal point for personnel security matters, you will engage directly with key stakeholders including the UK civil nuclear regulator, the Department for Energy Security & Net Zero, the National Protective Security Agency, the Cabinet Office and international bodies such as the World Institute of Nuclear Security and the US Department of Energy.

Based at Gloucester Business Park, the role requires regular travel to EDF and new-build locations, operating within a hybrid working model. Due to the security classification of the work, remote working may be limited when handling information classified at Official Sensitive or above.

Who You Are

You are an experienced manager bringing proven leadership, strong expertise in personnel security and counterinsider risk, and sound, balanced judgement. You are comfortable operating in a complex, highly regulated environment, working across a diverse stakeholder landscape. You demonstrate an agile mindset, able to move seamlessly from strategic direction to tactical delivery.

We are ideally looking for:

  • Deep technical knowledge of UK vetting standards and requirements
  • Experience in designing and implementing counterinsider programmes and mitigations
  • Proven experience of senior stakeholder engagement with government departments, regulators and national agencies
  • Strong, credible track record within a recognised security profession
  • Risk management, including understanding of UK nuclear legislation and nuclear site licence conditions
  • Practical experience managing complex security threats, including terrorism and insider risk
  • Experience providing security advice and conducting personnel security vulnerability assessments using NPSA-recognised methodologies

What You'll Be Doing

  • Setting the strategic direction and priorities for the branch, working closely with the senior leadership team
  • Managing budgets, resources and overall performance across the function
  • Building and maintaining trusted relationships with regulators and senior stakeholders
  • Leading, developing and inspiring a team of technical specialists across personnel security
  • Directing, guiding and influencing activity from design and commissioning of new-build projects, through fleet operations, to defueling and transition to decommissioning

The role also oversees central support services, including vetting delivery (such as Baseline Personnel Security Standard clearances), functional assurance, governance, and insider risk management.

To be appointed to this role, you will need to meet the criteria for Developed Vetting (DV), which will, ordinarily, require you to have British residency for the last five years.
