Job Description
The Hinkley Point C (HPC) Site Fire Safety Manager will be responsible for ensuring the HPC Construction project remains fully compliant with all UK fire legislation, EDF/HPC requirements and nuclear site licence conditions through the implementation of a fire safety management system that includes strategies, standards and procedures.
Reporting directly to the Head of Site Risk Management & Control of Work, the HPC Fire Safety Manager will be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005 and will manage the Fire Safety Team.
The Fire Safety Manager will also develop and manage a positive fire safety culture for the HPC Project, including contractors, manage a Fire Safety Assurance programme, develop temporary fire safety solutions, review risk assessments and continually develop arrangements and systems on the HPC Construction Site.

What You\’ll Be Doing
The HPC Project is one of the largest infrastructure projects in Europe and requires expertise from many contractors to deliver safely, on quality, on schedule and within budget.
The Fire Safety Team manages fire safety for the HPC Construction Site and audits and assures standards are met throughout the project, working closely with construction and delivery teams and site contractors.
The HPC Site Fire Safety Manager will work within the HPC Principal Contractor team, engaging with Programme Construction Delivery Leads, Programme Managers and Tier 1 fire managers/advisors to control all programme fire safety risks.
The manager will provide principal contractor advice, guidance and standards to support the development and continual improvement of fire safety management arrangements and culture across the HPC Project.
They will manage Lead Fire Safety Advisors and Fire Safety Advisors, establish programme meetings and forums, set KPIs, schedule assurance audits and inspections, and set standards for continual improvement.
Principal Accountabilities Include
- Manage the HPC Construction Site Fire Safety arrangements and team to support an integrated approach to deliver adequate fire safety arrangements.
- Establish, monitor and review a robust Fire Safety management system, including policy, standards and strategies.
- Anticipate future fire safety needs based on the risk profile and ensure construction activities comply with legal requirements and our Zero Harm ambition.
- Manage the Fire Safety Team, delivering monthly and annual objectives, goals and KPIs that support the HPC delivery programme.
- Establish and maintain required fire safety meetings, forums and engagements to plan, manage, monitor, coordinate and review fire safety in line with HPC site requirements.
- Support key regulatory interventions and inspections, acting as a stakeholder that provides regulators confidence in the adequacy of fire safety arrangements.
- Manage a Fire Safety Assurance programme, identify findings and actions, and ensure timely close‑out and completion.
- Produce regular fire safety performance reports and dashboards, identify trends and early warnings, and recommend appropriate actions.
- Work closely with the Fire Safety Engineer to provide advice and guidance on conventional and goal‑based fire safety solutions during construction.
- Ensure the project‑wide fire risk register(s) for all temporary and permanent assets are established, maintained and inspected.
- Assist the HPC Fire Response, Fire Assurance and Safety Teams in resolving fire safety issues by liaising with Tier 1 contractor teams and their management.
- Provide assurance and advice on compliance with applicable fire related legal duties.
- Be an effective and pragmatic member of a team of construction, health, safety and environmental professionals.
- Liaise with the HPC construction insurers on fire safety related matters when required.
- Engage proactively with the Office for Nuclear Regulation (ONR) and deliver intervention outcomes and recommendations.
- Oversee the pastoral care of the team, including leave arrangements, sickness monitoring, development plans and overall wellbeing.
- Implement immediate action and recommendations when dangerous conditions are identified, including prohibition of works.
- Develop and maintain a high‑functioning team within a supportive, inclusive environment.
Who You Are
You will have excellent communication skills and the ability to develop a wide network and working relationships within EDF and the construction industry.
Significant fire safety experience within a large project and the construction environment.
Excellent knowledge of national and international fire safety standards.
Competent in using Microsoft applications with an aptitude to learn new software packages.
Highly skilled in analysing technically demanding information to quickly identify underlying trends, issues and risks.
A Level 4 qualification in Fire Risk Assessment.
Knowledge of CDM Regulations.
Knowledge and experience of interfacing with the ONR or HSE.
Membership of the Institute of Fire Engineers (IFE, Members grade).
Health, Safety & Fire Safety qualification via an approved professional body or organisation (e.g. UK Fire Service College, FPA, IFE, NEBOSH) with a minimum of two years’ experience.
Desirable: Chartered membership of IOSH or equivalent.
