Hinkley Point C is the UK’s first new build nuclear power station in a generation that is critical to the UK NetZero targets. Summary of Role
The Temporary Works Manager is accountable for the safe, compliant and timely delivery of Temporary Works (TW) across assigned packages at HPC in accordance with BS 5975:2019 and CDM Regulations 2015. This role combines governance and coordination responsibilities with oversight of engineering design and verification, ensuring that TW solutions are robustly conceived, independently checked, correctly implemented, inspected, certified, and removed without adverse impact on the Permanent Works.
Key Responsibilities Accountabilities and Deliverables
- Lead and manage all aspects of Temporary Works for allocated work packages in line with BS 5975:2019 and Dalkia procedures.
- Establish and maintain the Temporary Works Register, ensuring traceability from design brief through design, check, installation, inspection/test, certification, use, modification and removal.
- Operate and champion a robust permit-to-load / permit-to-strike process and ensure correct use of Form TW / equivalent project controls.
- Collaborate closely with client and contractors’ TWCs / TWSs to assure compliance, resolve issues and align programme interfaces.
- Ensure risk identification and Design Risk Management (DRM) are embedded within all TW activities, including methods, sequencing and load paths.
- Lead the development of Temporary Works design briefs reflecting actual site conditions and constraints.
- Oversee production of Temporary Works designs by the TWD, ensuring solutions are practical, buildable and meet project requirements.
- Ensure independent design checks by a competent TWDC not involved in the original design, in accordance with check categories defined in BS 5975:2019.
- Direct and review stress calculations, structural analysis and load assessments to verify integrity and fitness-for-purpose under all expected load cases and construction stages.
- Confirm no adverse effects on Permanent Works through design interfaces, checks and post-completion verification.
Assurance, Compliance & Certification
- Ensure full compliance with CDM 2015 designer and contractor duties and all relevant legislative/industry standards.
- Establish and implement Inspection & Test Plans (ITPs) and quality control checklists for TW installation, maintenance and removal.
- Ensure timely completion of certification (e.g., TWD / TWDC sign-off, permit-to-load / strike) and accurate as-built records.
- Prepare for and lead audits/inspections; implement corrective and preventive actions; promote continuous improvement in TW management.
Leadership & Collaboration
- Line-manage and mentor Temporary Works Supervisors (TWSs) and support TWCs across packages, building competency and a strong safety culture.
- Foster collaboration across engineering, construction and supply chain partners to optimise design, programme and cost outcomes.
- Maintain high standards of technical governance, ethical practice and professional development.
Reporting & Stakeholder Engagement
- Report to the Dalkia TWDI and work in partnership with the NNB Temporary Works Lead to ensure aligned standards and execution.
- Provide timely reporting on TW status, risks, mitigations and readiness to relevant project forums.
- Participate in Tier 1 Contractor workshops and coordination meetings; provide expert TW advice to project teams.
Essential Qualifications & Experience
- Bachelor’s degree in Civil or Structural Engineering (or related discipline).
- Chartered Engineer (CEng) or Incorporated Engineer (IEng) with a recognised institution (e.g., ICE or IStructE).
- CITB Temporary Works Coordinator certification.
- Temporary Works Design certification (CITB or equivalent).
- Minimum 5 years’ experience as a Lead TWC (or equivalent senior TW management role) in an engineering construction environment delivering complex TW.
- Demonstrable experience overseeing stress calculations, structural analysis and load assessments for TW.
- In-depth knowledge of BS 5975:2019 and Temporary Works principles.
- Strong understanding of CDM Regulations 2015 design and contractor obligations.
- Extensive knowledge of construction methods, sequencing and materials relevant to TW.
- CAD/BIM and analysis platforms: AutoCAD, Revit, STAAD.Pro, Tekla (or equivalents).
- Project controls and document management: common CDE/EDMS tools; competence with registers, permits and forms aligned to BS 5975 workflows.
Desirable qualifications and Experience
- Strong leadership with the ability to organise, delegate, coach and motivate multi-disciplinary teams.
- Advanced analytical and problem-solving skills, including critical review of stress analysis, load paths and structural stability.
- High IT literacy and proficiency with engineering/design tools.
- Excellent communication and stakeholder management skills; able to influence, resolve issues and manage interfaces under pressure.
- Proven ability to manage multiple priorities to time, quality and safety requirements.
