Job Responsibilities
Delivery & Programme
- Lead the delivery of a section of works in line with programme, cost, and quality targets.
- Assist in the development of short-term programmes, look-ahead plans, and progress reporting.
- Identify programme risks and implement mitigation measures.
Health, Safety, Environment & Quality (SHEQ)
- Ensure compliance with health, safety, environmental, and quality standards in line with Kier and SZC requirements.
- Undertake and record regular site safety inspections.
- Lead toolbox talks, RAMS briefings, and safety stand-downs.
- Ensure works are delivered in accordance with approved method statements and risk assessments.
Engineering & Technical Control
- Ensure temporary works are designed, approved, and implemented correctly.
- Maintain engineering control and site compliance with design specifications.
- Oversee the production of as-built records and quality documentation.
- Resolve technical issues with engineers and designers.
Resource Management
- Plan and coordinate labour, plant, and materials.
- Ensure the site team has the information and resources required to deliver the works.
- Supervise engineers, foremen, and subcontractors.
- Support the commercial team with cost tracking, forecasting, and change management inputs.
- Ensure efficient use of resources and minimise waste.
Stakeholder & Team Leadership
- Maintain strong working relationships across site, design, commercial, and planning teams.
- Promote a one-team culture and support the development of engineers and supervisors.
Reporting Line
- Reports to: Agent / Project Manager
- Manages: Section Engineers, Site Engineers, and Supervisors / Foremen
Key Interfaces
- Agent/Project Manager; Section Engineers and the wider engineering team; commercial and planning functions; subcontractors and the supply chain; client and stakeholder representatives where required.
- Support the implementation and monitoring of Performance Excellence, Health & Safety, and Quality Assurance policies and procedures in accordance with Kier standards.
- Ensure temporary works schemes are in place and complied with during implementation.
- Ensure accurate as-built records are produced in accordance with agreed quality systems.
- Carry out and record at least one weekly safety inspection.
- Organise and conduct toolbox talks, safety stand-downs, and RAMS briefings for the construction team.
- Ensure the team has current information and the resources required to carry out their duties.
- Assist with the production of programmes, progress reports, and resource and cost plans.
- Liaise with the Section Foreman to allocate labour, plant, and materials to deliver works to the required standards, programme, and budget.
- Develop and maintain strong working relationships between the workforce, Black Hats, and engineers.
- Monitor and coordinate subcontractors, ensuring their works meet contractual requirements.
- Manage the site engineering team and support their performance and development.
- Maintain a site diary, recording progress and reporting programme impacts to the Agent and Project Planner.
- Liaise with the commercial team to produce financial forecasts and final cost and value reviews.
- Promote integrated working with colleagues to create a one-team ethos, including the development of team members.

Qualifications
- Degree/HNC in Civil Engineering or Construction, or equivalent experience
- Experience in major infrastructure, highways, or heavy civils projects
- Strong understanding of temporary works, RAMS, programme delivery, and quality systems
- CSCS card
- Working towards professional membership (ICE / CIOB desirable)
- Good IT skills, with confidence using MS Office, AutoCAD, and CEMAR
- Ability to communicate effectively with site engineers, foremen, supervisors, and the site-based workforce
- Experience in earthworks, structures, highways, drainage, or utilities
- Relevant civil engineering experience, including setting out works and managing a site engineering team
- Value-add in the Sizewell C/Major Roads context (optional enhancement)
- Experience in regulated environments, such as nuclear, utilities, or highways authority works
- Understanding of permit systems (for example PTW, hot works, and excavations), quality traceability / lifetime records, and stakeholder and environmental constraints
- SSSTS/SMSTS
- Experience in Groundworks, Earthworks, Roadworks & Structures
- Nuclear Experience
- Experience with concrete structures would be beneficial but is not essential
