We have an exciting opportunity for a Project Controls Manager for our client in Ipswich. This is a contract role to run to the end of December but likely to be extended. Hybrid working available 3 days in the office and 2 from home. This role reports into the Head of Civils Works Project Management Office and will be working within the Civils Works Programme (CWP). The CWP is formed of a Client, which includes the functional leadership and engineering delivery, and an Alliance undertaking the physical delivery of the works.

The ‘Civil Works Alliance’ (CWA) is formed of four parties, SZC as ‘Owner Participant’ and three contractor organisations formed between Laing O’Rourke (LOR), Balfour Beatty (BB), & Bouygues Travaux Publics (BY). The CWA will be undertaking the physical delivery of four sub-programmes: Enabling & Earthworks, Marine & Tunnels, Main Civils, Ancillary Buildings / Permanent Roads & Networks. This is a critical role to the success of the CWP and Sizewell C.

The Project Controls Manager within the CWP will be responsible for the functional ownership for all Project Controls across one or multiple multi‑billion‑pound sub‑programmes within the CWP. This entails being responsible for the ownership, deployment and continuous improvement of all the Project Controls elements of the project while ensuring we operate and deliver controls within the SZC governance structure, organisation and delivery model.

Principal Accountabilities
  • Leadership and management of the sub‑programme Project Controls Team of Schedule, Risk, Cost, Change & Reporting & Insights within the CWP and collaboration and assurance of the CWA programme controls activities in relation to the sub‑programmes.
  • Support the Head of Civils Works PMO in delivering exemplar Project Controls that is referenced by industry bodies and other major programmes as world class.
  • Implement best practice principles to provide integrated project controls, including Schedule Management, Cost Management, Risk Management, Baseline and Change Management and Reporting & Insights.
  • Support the functional Project Controls leads in the development, implementation and maintenance of Integrated Project Controls processes.
  • Support with tasks directed by the Head of Civils Works PMO, and the ability to deputise at key project meetings.
  • Assist the Head of Civils Works PMO with the establishment, implementation and maintenance of Project Controls arrangements, systems, tools and work instructions for use on the SZC project and the flow down of SZC Project Controls requirements as appropriate.
  • Support the Head of Civils Works PMO with the planning and co‑ordination of PMO lead activities such as annual budget planning, estimate completion updates, schedule deep‑dives etc.
  • Support the functional Project Controls Leads with progress reporting including schedule updates, forecast to complete, variance identification and opportunities for improvement.
  • Responsible for liaising with the supply chain and the assurance of their Project Controls information.
  • Accountable for the on‑time production and quality of functional month‑end Performance Reports.
  • Accountable for the implementation of an effective lines of defence assurance process for the Project Controls functions.
  • Help ensure SZC is viewed by the Construction Industry as an exemplar in Project Controls through knowledge sharing, networking and delivering presentations to the sector.
Qualifications
  • Active membership of AACE, PMI, APM or similar association with association certifications.
  • User of a range of reporting and analytics software and project controls systems particularly Power BI.
  • Understanding of various contract types, in particular the NEC suite and FIDIC.
  • Experience in the Nuclear sector.
Experience
  • Degree or equivalent qualification in business analysis, accounting, finance, construction, engineering or project management, or related technical field.
  • A track record of working as a Project Controls Director on large and complex infrastructure projects.
  • Experience of working within multiple Project Controls Functions of: cost control, estimating, scheduling, change management and risk management.
  • Detailed understanding of earned value analysis.
  • Experience of successfully managing a team in a matrix structure on a project.
  • Experience with increasing responsibility showing an ability to manage senior stakeholders.
  • Deliverables focused and an accomplished problem solver, rising to meet any challenge.
  • Excellent presentation, influencing and facilitation skills.
  • Exceptional interpersonal and communication skills.
