Contract Status: Temporary, up to 3 years

GCC Salary: Grade 12 LDR4b, £120,128.40 – £132,725.93, Hours per week: 35

NHS Salary: Grade Band 9, £122,736 – £128,051, Hours per week: 37

Glasgow City Health and Social Care Partnership (HSCP) is seeking to appoint an exceptional individual to the role of Depute Chief Officer – Strategy, Innovation and Best Value. This is a senior leadership position, operating with delegated authority from the Chief Officer, and is central to the delivery of a wide-ranging reform agenda across the Partnership.

The successful candidate will be responsible for developing and embedding the core principles of best value and evidence-informed decision making. This will include leading strategic planning, determining resource requirements, setting core objectives and performance targets, and establishing robust oversight arrangements to ensure the delivery of key strategic aims.

A critical aspect of the role will be the development and implementation of whole-system performance improvement frameworks aligned to strategic priorities. The postholder will ensure that appropriate data reporting and measurement systems are in place to support continuous improvement and accountability.

The role demands extensive engagement with partners and the Integration Joint Board (IJB), as well as effective communication with the public. The postholder will be expected to articulate a compelling vision for an improved and sustainable HSCP, capable of responding to the emerging challenges of the future.

Reporting directly to the Chief Officer and accountable to the IJB, the Depute Chief Officer – Strategy, Innovation and Best Value will provide strategic leadership for planning and project management across delegated services. The postholder will be expected to develop a financially-informed vision for HSCP services, setting realistic expectations and priorities for 2026 and beyond, within the context of projected financial and demographic pressures.

A key responsibility will be to lead the strategic development of the HSCP\’s single point of access, ensuring it is aligned with IJB priorities and underpinned by modern, strength-based IT platforms. This will include the establishment of clear performance targets and outcomes, and the integration of best value principles into all aspects of service delivery.

The successful candidate will also be responsible for shaping a contemporary narrative for public messaging and stakeholder engagement. This will involve ensuring that strategic planning arrangements are in place to support meaningful consultation with key stakeholders, including the citizens of Glasgow.

The role requires a high level of strategic foresight, with responsibility for time-critical project planning that supports the long-term sustainability of the HSCP. This must be achieved within the context of financial planning, policy development, and legislative requirements, while maintaining a clear focus on protecting the most vulnerable members of the community.

The postholder will be expected to mobilise the HSCP workforce and the IJB at pace, demonstrating strong, visible leadership and the ability to influence and inspire. This will be underpinned by advanced skills in critical thinking and data analysis.
