Job Overview:
Barking & Dagenham Council is seeking a highly experienced and motivated Senior EHC Officer to join their SEND (Special Educational Needs and Disabilities) Service on an interim basis. This is a critical role within the Education, Health and Care (EHC) team, focusing on SENDIST appeals, mediation, and disagreement resolution in line with statutory requirements.
This role would suit an individual with a strong legal/statutory understanding of SEND legislation, confident in managing complex tribunal cases and delivering high-level guidance and training across teams.
Key Responsibilities:
- Represent the Local Authority at mediation meetings and SENDIST (Special Educational Needs and Disability Tribunal) hearings.
- Act as the primary point of contact for parent carers, legal representatives, and professionals throughout the dispute resolution process.
- Prepare and manage tribunal responses including grounds of appeal, orders, and directions, ensuring judicial deadlines are met.
- Liaise effectively with the council's Legal Team, parent carers, schools, and external professionals to promote positive resolutions.
- Provide coaching and training to internal teams to ensure a consistent and legally compliant approach across all EHC casework.
- Ensure senior leadership is fully briefed on complex legal and statutory issues related to mediation and dispute resolution.
Requirements:
- Proven experience in SEND casework, particularly with SENDIST appeals and mediation.
- In-depth knowledge of SEND Code of Practice, Children and Families Act 2014, and associated regulations.
- Strong legal drafting and case management skills, ideally within a Local Authority setting.
- Ability to manage multiple complex cases and deliver training to professionals on SEND legislation and processes.
- Excellent stakeholder engagement skills with a diplomatic, outcomes-focused approach.
