Liverpool City Council are seeking an experienced Independent Reviewing Officer (IRO) to join their team. This is a dedicated IRO role (not a Child Protection Officer position) focused on ensuring that the care planning for Looked After Children (LAC) is effective, timely, and compliant with statutory and regulatory frameworks.

You will play a critical role in independently reviewing Looked After Children Reviews, Secure Accommodation Reviews, Child Sexual Exploitation (CSE) meetings and Missing from Care meetings, ensuring each child\’s voice is central to the planning process and that all plans promote positive outcomes and stability.

Key Responsibilities

Chair and independently review Looked After Children Reviews in line with statutory guidance and regulatory requirements
Chair Secure Accommodation Reviews, CSE meetings, and Missing from Care meetings to promote safeguarding and appropriate planning
Monitor the quality and progression of care plans, ensuring they are robust, child-focused, and compliant with legal and policy frameworks
Provide independent oversight and challenge to social work teams to ensure children\’s needs are met and statutory timescales adhered to
Escalate concerns appropriately where delays or deficits in care planning are identified
Ensure the child\’s voice is heard, recorded, and acted upon in all review processes
Liaise effectively with multi-agency professionals to ensure joined-up and effective care planning
Maintain accurate, clear, and timely records of all reviews and decisions

Essential Requirements

Recognised Social Work qualification (Degree or equivalent)
Social Work England registration (current and active)
Significant experience and full knowledge of Looked After Children legislation, processes, and the regulatory framework
Proven track record of chairing reviews and meetings in a statutory children\’s services setting
Excellent analytical, communication, and multi-agency collaboration skills
Ability to work independently and challenge effectively to improve outcomes for children
Minimum 3 days on-site per week at the Liverpool office (L6 3BH)
Free on-site car parking provided
