The Public Sector Business Development Manager will be responsible for driving growth across central government, local government, healthcare, education, emergency services, and other public sector organisations. The role focuses on generating new business opportunities, developing strategic partnerships, and delivering innovative technology financing, leasing, subscription-based, and as-a-Service solutions that support digital transformation initiatives within the public sector.

The successful candidate will have a proven track record of winning new business in the UK public sector, with hands-on experience navigating procurement frameworks and leading bid and tender responses from qualification through to contract award. This is a role for a self-starter who can identify the right opportunities, build the right relationships, and close.

Reporting to the Head of TMF, responsibilities include:

  • Develop and manage a portfolio of public sector clients to support their investment in technology, software, digital transformation, and sustainability objectives.
  • Identify, develop, and secure new business opportunities across government departments, local authorities, NHS trusts, universities, and other public sector bodies.
  • Build and maintain strong relationships with senior decision-makers, procurement teams, and key stakeholders.
  • Develop strategic partnerships with technology vendors, framework providers, and channel partners.
  • Leverage public sector procurement frameworks and purchasing routes.
  • Research and qualify target organisations, understanding procurement processes, budget cycles, funding models, and technology strategies.
  • Structure and present financial solutions that align with public sector procurement requirements and budget constraints.
  • Develop a qualified pipeline of opportunities and maintain accurate sales forecasts.
  • Achieve revenue, margin, and growth targets.
  • Collaborate with commercial, legal, and operational teams to deliver successful proposals, tenders, and contract negotiations.

Duties:

  • Develop and execute a public sector business development plan in conjunction with the Head of TMF.
  • Identify and track opportunities through procurement frameworks, contract notice portals, and tender pipelines.
  • Lead and coordinate responses to formal tender processes, ITTs, and framework call-offs, working with bid and commercial teams to produce compelling, compliant submissions.
  • Calculate revenue, profitability, and financial returns for complex financing and leasing transactions.
  • Promote Econocom’s UK and international capabilities across public sector accounts.
  • Build and maintain a strong pipeline of qualified opportunities.
  • Attend industry events, networking forums, and public sector conferences.
  • Ensure regular face-to-face engagement with clients, partners, and stakeholders.
  • Maximise account development and cross-selling opportunities.
  • Maintain accurate CRM records and reporting.
  • Deliver weekly, monthly, and quarterly sales KPIs.
  • Work closely with bid, commercial, legal, and operational teams to support successful contract delivery.

Essential Skills:

  • Proven track record of winning new business in the UK public sector through competitive tender and framework processes — not just pipeline development, but closed, contracted revenue.
  • Experience selling technology, digital transformation, managed services, asset finance, leasing, or related solutions into public sector organisations.
  • In-depth working knowledge of public sector procurement frameworks, including CCS, G-Cloud, Technology Products, Digital Marketplace, NHS SBS, and equivalent routes to market.
  • Strong bid and tender experience: ability to qualify opportunities, manage response timelines, and produce high-quality, compliant submissions.
  • Ability to build relationships with senior stakeholders and procurement professionals.
  • Experience managing complex and consultative sales cycles.
  • Strong commercial and financial acumen.
  • Excellent presentation, negotiation, and communication skills.
  • Ability to work independently and drive new business growth.
  • In-depth knowledge of current technology trends, digital transformation, and smart technologies.

Experience:

  • Minimum 2–3 years’ experience selling into the UK public sector.
  • Experience working with government, healthcare, education, local authority, or wider public sector organisations.
  • Evidenced success winning business through competitive tender and framework processes — references or case examples expected.
  • Demonstrable track record of achieving and exceeding sales targets.
