Role Purpose: The HSE Manager provides strategic leadership and professional oversight of Health, Safety and Environmental management across Eclipse Power Group. The role ensures that:
- HSE is embedded across the full asset lifecycle (development, construction, operations)
- The organisation operates in line with legal, regulatory, and industry requirements
- The Eclipse philosophy of “Energise with Care” is translated into practical, day-to-day behaviours
The role acts as the organisation’s senior HSE authority, ensuring a proportionate, risk-based HSE management system is in place and that the business is supported in effectively identifying and managing risk.
Key Accountabilities:
- Strategic Leadership & Culture: Lead the development and delivery of Eclipse HSE strategy, aligned with business and operational objectives. Promote a proactive, learning culture based on prevention, care for people and environment, and personal and collective responsibility. Champion the Eclipse Way of Working and embed “Energise with Care” across all functions.
- Governance, Policy & Compliance: Support the CEO and Executive in establishing and maintaining the HSEQ Policy (Tier 1) and overarching governance framework, acting as the lead technical advisor on HSE matters. Ensure the organisation complies with UK health, safety and environmental legislation (e.g. HSWA, CDM Regulations), ISO standards (ISO 45001, ISO 14001), and IDNO / Grid technical and safety requirements. Lead the development and continuous improvement of a proportionate, risk-based HSE Management System.
- Operational & Technical HSE Leadership: Provide practical and collaborative HSE advice across electrical safety, construction safety and CDM compliance, operational asset management and maintenance risk, and environmental compliance and protection.
- Contractor & Project HSE Oversight: Provide strategic oversight and support relating to contractor HSE performance. Ensure appropriate processes for RAMS review and approval, Construction Phase Plan compliance, and site monitoring and assurance.
- Assurance, Performance & Reporting: Develop and implement a risk-based HSE assurance and audit programme. Establish and monitor HSE performance indicators, including leading and lagging indicators. Provide regular reporting to executive leadership and the board.
- Incident Management & Learning: Lead and support high-potential and significant incident investigations. Ensure effective root cause analysis and organisational learning.
- Environment & Sustainability: Provide oversight of environmental compliance and regulatory obligations. Support delivery of sustainable and low-carbon initiatives.
- Cross-Functional Leadership: Collaborate closely with Chief Engineer, HR, Operations, and Quality.
- Capability & Culture Development: Define HSE competence requirements across the organisation. Support and coach leaders and teams in effective risk management.
Key Performance Indicators:
- Reduction in incident rates (LTIs, high-potential events)
- HSE audit and assurance performance
- Contractor compliance and performance
- Delivery of HSE strategy and improvement initiatives
Knowledge, Skills & Qualifications Required:
- Essential: Significant HSE leadership experience in IDNO/DNO, utilities, or energy sector. Experience across development, construction, and operations. Demonstrable knowledge and experience of CDM Regulations, HV electrical safety, and UK HSE legislation.
- Qualifications: NEBOSH Diploma (or equivalent), Chartered IOSH (or working towards).
Leadership Profile: Credible and confident in technical HSE matters. Strategic thinker with pragmatic delivery focus. Able to build relationships and influence at Executive level. Focused on real risk management and proportional controls.
