The Analyst, G&EI is a member of Gender and Economic Inclusion (G&EI) which consists of four pillars (Access to Skills and Employment, Access to Finance and Entrepreneurship, Access to Services, and Strategy and Results management). (S)he supports the work of the Strategy and Results management pillar by providing operational support for the implementation of Technical Cooperation (TC) activities under the InvestEU Social Investment and Skills Window (SISW). The role contributes to the effective delivery of TC assignments through support for procurement, consultant engagement, contract administration, implementation tracking, and coordination across internal and external stakeholders.

The role supports the day-to-day administration of an expanding portfolio of InvestEU-funded TC activities by coordinating procurement and contracting processes, maintaining implementation schedules and workflow tracking systems, monitoring assignment progress, and facilitating communication between project teams, consultants, donor, and relevant Bank departments. The position helps ensure the timely, compliant, and efficient execution of TC operations throughout the project lifecycle.

The Analyst maintains TC portfolio management tools and operational reporting systems, supports the preparation of TC-related monitoring and donor reporting inputs, coordinates assignment documentation and contracting workflows, and assists with communications and visibility activities related to the InvestEU SISW. The role is essential in strengthening operational delivery, enhancing coordination across multiple TC assignments, and ensuring effective and timely implementation of the G&EI portfolio under the InvestEU SISW.

G&EI consists of a team of around 45 gender and inclusion experts based across Headquarter and ROs. It leads on the design and delivery of the Bank’s Gender Equality and Human Capital Strategy across all areas and geographies of the Bank’s operations and policy engagements. Promoting equality of opportunity through access to skills and employment, finance and entrepreneurship and support for women, young people and other under-served communities is one of the three cross-cutting strategic themes of the Bank.

G&EI is part of the Vice Presidency for Policy and Partnerships, and within that the Policy and Strategy Delivery department (PSD). PSD consists of approximately 180 staff that support policy engagement across the Bank’s transition qualities (except for green), political assessments, country strategy development and economic assessments as well as to support the Bank’s compliance with Article 1.

Accountabilities & Responsibilities

  • Support donor engagement and visibility activities of the InvestEU SISW Programme, including the preparation and coordination of quarterly updates, donor communications materials, presentations, briefing notes, website content, and visibility products.
  • Support the management of technical cooperation (TC) activities under the InvestEU SISW, including coordination of operational processes, timelines, documentation, and stakeholder follow-up.
  • Assist in procurement and contracting processes for TC assignments, including assignment setup, procurement tracking, consultant selection processes, approvals, contract management support, and record keeping.
  • Support monitoring and reporting requirements of the InvestEU SISW activities, including tracking milestones, deliverables, budgets, reporting deadlines, and portfolio performance indicators.
  • Maintain and update pipeline and portfolio tracking systems to support effective monitoring of G&EI activities funded by InvestEU.
  • Compile, maintain, and analyse datasets and portfolio information to support reporting, donor engagement, portfolio oversight, and management decision-making.
  • Support workflow management processes by helping streamline operational procedures, maintaining organised documentation systems, and improving information tracking and coordination practices.
  • Contribute to the preparation of presentations, internal communications, and materials for meetings, donor engagements, and external events.
  • Provide general operational and administrative support to the team and ad hoc analytical and reporting tasks as required.

Knowledge, Skills, Experience & Qualifications

  • A bachelor’s or master’s degree in economics, international development, business administration, public policy or a related field from a leading university.
  • Relevant professional experience in donor-funded programmes, operations, project coordination, procurement support, portfolio management, or a related area.
  • Strong organisational and project coordination skills with the ability to manage multiple processes and deadlines simultaneously.
  • Experience maintaining tracking systems, databases, or operational management tools with strong attention to detail and accuracy.
  • Strong analytical skills and ability to compile, manage, and interpret operational and portfolio data.
  • Excellent written and verbal communication skills in English, including the ability to draft clear reports and donor-facing communications materials.
  • Strong IT skills, including proficiency in Excel, PowerPoint, and other standard office applications.
  • Ability to work collaboratively across teams and coordinate effectively with internal and external stakeholders.
  • Results-oriented with strong time management skills and a proactive approach to problem-solving and follow-up.
  • Experience supporting InvestEU Programme activities, donor engagement, technical cooperation, procurement, or contracting processes would be an advantage.
