Assistant Procurement Manager reports to the Procurement Manager and supports procurement and category management across various spend areas, ensuring value for money, compliance with public procurement regulations, and internal governance. Working with a close‑knit team of Category Managers, the role contributes to procurement planning, tendering, and commercial outcomes for the organisation.

Key Responsibilities

  • Assist in developing and implementing procurement strategies for large‑scale and complex works contracts.
  • Lead procurement activity for medium and low spend / complexity contracts.
  • Support end‑to‑end procurement processes, including tendering, contract award, tender document preparation, proposal evaluation, and selection management.
  • Conduct market analysis, identify potential suppliers, and support market engagement activities.
  • Ensure compliance with procurement regulations and internal policies, issue relevant public notices, and report to the Cabinet Office and DfT.
  • Collaborate with contract management to support smooth transition post‑contract award and manage stage 1 contracts or early contractor involvement.
  • Monitor and report on procurement performance, identifying and addressing issues with senior staff.
  • Maintain supplier relationships and coordinate effective communication.
  • Adopt and promote EWR Co’s health and safety principles.
  • Apply a cost‑conscious mindset, prioritising taxpayers’ money.
  • Seek innovative solutions proactively.
  • Act as a role model for EWR Co’s vision and behaviours, encouraging others.

Required Skills, Knowledge & Expertise

  • Previous procurement support experience, preferably in construction or infrastructure.
  • Strong understanding of procurement principles, methodologies, and regulations.
  • Excellent organisational and time‑management skills, handling multiple tasks and priorities.
  • Clear communication and interpersonal skills, working effectively within a team and with external stakeholders.
  • Proficiency with procurement software and tools.
  • Basic market analysis and supplier relationship management knowledge.
  • Willingness to pursue or hold CIPS membership.
  • Familiarity with NEC contracts is advantageous.
