Role Summary:

This role will be pivotal in driving the strategic implementation and operational excellence of Geographic Information Systems (GIS) across the East West Rail project. This role is responsible for leading the development, integration and governance of spatial data and geospatial technologies to support EWR’s project objectives and priorities.

Function:

The Delivery function is accountable for delivering an asset which aligns to the Sponsor requirements, establishing a safe, reliable and integrated railway. Delivery will demonstrate delivery excellence through technical innovation and design excellence, underpinned by mature Programme controls to maximise the benefit of project delivery in relation to public pound spent. The Delivery function will act as an intelligent and informed integrated team, that uses a network of third-party strategic suppliers to leverage the capabilities required to deliver the asset.

Key Responsibilities:

  • Define and implement an East West Rail geospatial strategy.
  • Lead the strategic development and operational management of the organisation’s spatial data infrastructure.
  • Lead the vision and governance of geospatial data and technology across the organisation.
  • Coordinate the licensing, development, maintenance and distribution of spatial datasets.
  • Manage GIS software licensing, updates and system performance.
  • Provide guidance across technical teams and business units to ensure effective use of geospatial technologies.
  • Collaborate with internal and external vendors and stakeholders to ensure GIS systems are integrated with enterprise systems (e.g. iTwin, ProjectWise).
  • Develop and implement GIS data standards, naming conventions, metadata protocols and quality control procedures.
  • Develop and deliver training programs or workshops to upskill internal teams in GIS tools, data literacy, and spatial analysis.
  • Support spatial analysis for planning, asset management, and environmental monitoring.
  • Point of contact for East West Rail as a registered Public Sector Geospatial Agreement (PGSA) member.
  • Communicate geospatial insights and capabilities to non-technical stakeholders, including senior leadership, project managers, and external partners.
  • Align geospatial strategy with Building Information Modelling (BIM) to support lifecycle asset management and infrastructure planning.
  • Responsible for managing and supporting direct reports (where applicable) including coaching and developing team members to drive individual growth and operational excellence. Leading continuous improvement, through regular performance management and ensuring compliance with organisation policies and updating relevant systems.
  • Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles.
  • Demonstrates a cost-conscious mindset, keeping tax payers’ money at the forefront of decisions.
  • Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities.
  • Act as a role model for EWR Co’s vision and behaviours, working in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.

Skills, Knowledge and Expertise:

  • Proven experience in leading GIS programs within large infrastructure or rail projects.
  • Ability to translate business needs into geospatial solutions.
  • Strong technical expertise in GIS platforms (e.g. Esri ArcGIS), spatial databases (e.g. PostgreSQL), and data integration (e.g. Esri ArcGIS Enterprise).
  • Firm understanding of enterprise GIS architecture and cloud-based GIS (e.g. ArcGIS Enterprise, AWS / Azure geospatial services).
  • Excellent stakeholder engagement and communication skills.
  • Familiarity with UK geospatial standards, land referencing, and environmental data requirements.
  • Knowledge of scripting languages (e.g. Python).
  • Knowledge of ETL tools (e.g. FME).
  • Knowledge of BIM, CAD, and asset information management systems and standards (e.g. Bentley Systems, BS EN ISO 19650, UK BIM Framework).

Education and qualifications:

  • Bachelor’s or Master’s degree in relevant discipline, e.g. geographic information science, geography, surveying, urban planning or GIS qualification or relevant experience.
  • Ideal candidate will have membership of a relevant professional body, e.g. Chartered Geographer CGeog(GIS) Royal Geographical Society with IBG.
