To actively promote the best Health and Safety and Environmental practices from conception to completion of all projects. Prepare, settle and submit tenders as directed by the Director and Managing Director. Ensure that all tenders are prepared with a solid cost base and risk is minimised, in accordance with company procedures. Obtain several/alternative quotes to ensure true market costs and identify any opportunities at the tender stage. Gain new work for EWC, organise and prepare proposals including tenders for projects. Liaise with clients, consultants, and third parties in connection with new work and proposals. Negotiate with clients, consultants, and the professional team, as well as all parts of the supply chain including subcontractors and suppliers. Liaise with and direct EWC staff (as appropriate) in connection with preconstruction and estimating. Engage and liaise with the accounts and administration team to keep them updated on project specifics, client details, credit checks, and schedules. Develop processes to assist delivery teams in ensuring tenders are handed over clearly and concisely with transparent risks and opportunities. Maintain handover minutes and ensure all relevant documentation and requirements are identified to protect EWC's position for financial security and avoid grey areas. Assist the pre-construction director with estimation processes and help implement the use of the estimation computer package, building a library of usable pre-construction information for future tenders, including key documents like value engineering suggestions and costings driven by market trends and technology. Prepare tender settlement documents and liaise with EWC staff (as appropriate) regarding project costing, trends, efficient estimating methods, and promoting good cost control. Assist with any other duties as required by the board of directors. Help develop a suitable, reliable, and robust supply chain to support the above. Assist with the training and development of juniors as required.

Knowledge
Extensive knowledge of mechanical, electrical general building, fitting out, estimating, and pre-construction management. A good grasp of commercial management, contract and construction management, and technical services. Practical knowledge of safe methods of working. High level of knowledge of standard measurement, take-offs, estimation processes, margins, overhead, and profit.

Skills
Analytical estimating, supply chain management, procurement, financial and project risk assessment of tenders. Proficient in IT including estimation software, spreadsheet software, presentation software, programming software, and general software for professional document creation and presentation. Strong presentation and communication skills, particularly in English for verbal and written communication. Ability to assess site conditions, site works, and measures from physical inspections. Competent in preparing quantities and familiar with standard methods of measurement. Capable of reading and understanding tender documents, specifications, drawings, and terms & conditions. Able to read and understand quotations, resolving any conditions or qualifications contained therein. Organise work necessary to provide cost estimates and assist with cost variations, CRF, and project financial accounts. Document tender costs, reports, quotations, project accounts, outputs, and associated information meticulously.

The ability to travel to a range of sites. Appreciation that there might be out-of-hours working, agreed in advance.

Duties
Implement and comply with EWC policies and procedures including business management systems, HR, IT, health and safety, environmental, communications, and branding. Develop and comply with EWC policies and procedures including quality, health and safety, environmental, supply chain management, business management system, and sales and marketing. Assist with management and implementation of procedures covering all aspects of tender review, estimating, procurement, tender settlement, tender submission, post-tender interview, estimate handover, value engineering, project start-up review, health & safety, document control, and project completion review. Prepare subcontract and materials enquiries, review subsequent quotations, and obtain alternatives. Prepare accurate cost estimates in an elemental and analytical format for indirect resources required to carry out the works according to the agreed programme and engineering requirements. Present the commercial aspects of the tender to the directors for adjudication and approval for submission to the client. Be involved in business development, prequalification submissions, commercial management, construction management, and technical services activities. Supervise and manage estimating staff and other staff as directed, developing and training them as required. Build and nurture relationships with clients and the professional team. Review all proposed contracts to ensure they are not overly onerous and identify any non-standard clauses for agreement before contract signing. Check, maintain, and control the client's enquiry documents and communication through to project award. Assist engineering and commercial teams in preparing subcontract and materials enquiries and reviewing subsequent quotations. Identify and develop new business opportunities in an informed and coherent manner with the other directors.

Meetings
Attend and contribute to fortnightly sales and marketing meetings (as required). Assist with the organisation of tender handover meetings. Attend post-contract reviews, site visits, and surveys as required. Attend monthly CRF meetings (as required), company staff meetings, company H&S meetings, team meetings, and appraisal meetings.
