It is widely recognised that up to 80% of an individual’s health outcomes are influenced by non‑clinical factors, with housing playing a pivotal role. A safe, warm, and secure home environment is essential to support physical and mental wellbeing. Housing is a fundamental determinant of health and a critical component of the broader public health framework.
Suffolk faces significant challenges in this regard, with a substantial proportion of its housing stock being older, inefficient, and in varying states of disrepair. These properties often present hazards such as excess cold, poor air quality, and trip risks, and are frequently occupied by vulnerable individuals with pre‑existing health conditions. The intersection of poor housing and poor health contributes to avoidable strain on health and social care services and leads to suboptimal outcomes for affected populations.
Suffolk Healthy Homes is a county‑wide initiative designed to mitigate the health impacts of inadequate housing through timely, in‑home interventions. The programme encompasses several key strands, including Warm Homes Healthy People, Stepping Home, and innovative NHS data‑sharing projects. It has been recognised nationally as a leading example of integrated health and housing practice, fostering cross‑sector collaboration to address complex patient needs.

We are proud to play a central role in improving the lives of our communities and are now seeking a dedicated professional to lead the next phase of our health and housing integration efforts.
Your role:
The Health and Housing Manager will lead the continued development and integration of the Suffolk Healthy Homes Programme within the wider health and social care system. This includes monitoring programme performance, evaluating service quality, and identifying opportunities for system‑wide improvement.
A key responsibility of the role is to embed housing‑related interventions within NHS care pathways, recognising housing as an essential component of patient health. The postholder will act as a strategic advocate for the role of housing in improving health outcomes.
The successful candidate will foster collaborative partnerships across local authorities, health services, and voluntary sector organisations. They will be expected to travel across Suffolk to build and maintain strong relationships with stakeholders, particularly in support of vulnerable populations affected by poor housing conditions.
In addition to Programme leadership, the role involves operational oversight of service delivery. The postholder will ensure that housing support is provided in a timely and efficient manner, enabling individuals to remain resilient in their homes and facilitating safe and appropriate hospital discharge.
The Health and Housing Manager will also be responsible for producing data‑driven reports to demonstrate programme impact. They will work closely with academic and research partners to evaluate outcomes and contribute to national evidence on the integration of health and housing.
What you will need:
We are looking for a candidate with a strong background in project/programme management within the health, housing, or social care sectors, with experience in health prevention. The ideal individual will possess a solid understanding of public health principles and the broader social determinants of health, particularly the critical role housing plays in influencing wellbeing.
Exceptional interpersonal and stakeholder engagement skills are essential, as the role requires building and maintaining collaborative partnerships across a range of organisations, including local authorities, health services, and voluntary sector partners.
The successful applicant will demonstrate analytical skills, with the ability to interpret data to both target support and evaluate outcomes to inform service improvement and evidence impact. A commitment to promoting equity, addressing health inequalities, and improving outcomes for vulnerable populations is fundamental to this role.
