Please note that the job offer is likely to be based at the Town Hall in Bridlington, but it may be possible for the right candidate to be based in Goole. Mileage will be calculated from the chosen base, but the work involves a blended approach with days working from the office or from home as necessary.

In this Officer role, you will be responsible for improving housing standards, making a real difference to the quality and security of tenants\’ lives and wellbeing through inspecting housing defects, undertaking comprehensive risk assessments of hazards, and taking appropriate remedial action through investigation, engagement, and enforcement. You will also deal with investigations into potential illegal eviction cases and regularly consult with the fire authority on safe fire and evacuation measures in houses in multiple occupation and other residential properties.

Ideally, we are looking for an experienced enforcement officer with in-depth knowledge of relevant legislation relating to housing and environmental health and a good understanding of building construction and housing defects. You should hold a relevant degree or diploma in environmental health, housing, enforcement, or building control at level 6 or above. However, we can provide some flexibility for the right person with the necessary experience and knowledge and willingness to undertake further training and qualifications.

You must be capable of establishing good relationships with tenants, landlords, managing agents, contractors, Humberside Fire Authority, and other council officers, as well as having effective communication and negotiation skills. You will be authorized to undertake a range of enforcement actions and, where necessary, present evidence in court. You should have a flexible approach and a positive \’can-do\’ attitude.

You will get the chance to work on a wide range of private sector housing topics, including HMOs, empty homes, and housing projects. On-the-job training and support will help you develop personally and professionally.

You will provide advice to landlords and tenants to maintain and improve housing standards and often deal with vulnerable people in their homes, supporting them with other agencies to resolve unsafe or unhealthy living conditions. Experience assessing properties using the Housing Health and Safety Rating System and preparing schedules of work would be an advantage.

You should be customer-focused, with a practical mind, and enjoy working within a small team delivering a wide range of housing activities. The successful candidate will be expected to use their own car to travel across the East Riding; a casual car allowance is payable, and you should have a full driving license.
