The Parking Operations Team are looking for an engaging individual to join the Notice and Appeals Team as Team Leader. The post is office based, although there will be a need to visit parking locations throughout the East Riding, therefore a full driving licence and willingness to drive council vehicles is essential. Applicants will be considered if they do not currently hold a full driving licence but can commit to obtaining this within 6 months from starting the post and/or within the 6 month probationary period.

The postholder will primarily be overseeing the work of a team of Notice and Appeals Officers, who respond to written appeals against parking Penalty Charge Notices (PCNs). The Team Leader may also at times be required to respond to appeals, which includes investigating the circumstances of the case and the relevant legislation before making a decision. The postholder will be required to respond to appellants in writing, in a clear and professional manner.

The postholder will also be required to prepare PCN case files to defend the council at the Traffic Penalty Tribunal, and will be required to liaise with the Traffic Enforcement Centre and Enforcement Agents, to ensure outstanding PCN debts can be recovered. Full training will be provided and the postholder will be required to gain a qualification in Notice Processing, which the council will arrange. The postholder will also be required to assist other members of the Parking Operations Team for a variety of tasks when required, such as dealing with customer enquiries, administrative work, producing statistics, coordinating parking suspensions and dispensations and carrying out car park inspections. The post holder will be required to gain a qualification in Highway Inspections, which the council will also arrange.

Experience in the supervision of staff would be beneficial but is not essential, however the postholder must have a flexible and positive approach, to work with changes to systems as necessary, in order to motivate staff. You should have experience in word processing and spreadsheet packages such as Word and Excel. You should have the ability to learn and accommodate new ways of working and must be willing to undertake service specific training as necessary. Some travel across East Riding of Yorkshire may be required, applicants must be able to transport themselves.
