We are seeking an experienced and dynamic leader to provide strategic and operational leadership for Special Educational Needs Disabilities (SEND) and Inclusion within our Family Help service.
This pivotal role will ensure a strong focus on delivering service objectives and improving outcomes for children and families, particularly in the early years.
You will lead a range of specialist services, including the Portage Service, Area Special Educational Needs Coordinators (SENCOs) and Early Support Panel, ensuring high-quality provision, strong governance, and a consistent focus on inclusive practice across the system.
Key responsibilities- Working in partnership to provide strategic and operational leadership for SEND and Inclusion within Family Help, ensuring high-quality services and improved outcomes for children and families
- Lead and develop a multi-disciplinary team (including Portage, Area SENCOs and Early Support Panel), driving excellence in practice, performance and workforce development
- Champion inclusive practice across the system, building SEND capacity through strong partnership working with education, health and care
- Chair and oversee the Early Years Support Panel and represent Family Help at SEND Panel as the lead professional for Early Years SEND and Inclusion, providing specialist expertise for Early Years support pathways and EHCP processes, while contributing professional advice on the needs of children and young people across the wider SEND age range to support timely, transparent and evidence‑based decision making
- Work in partnership with internal and external managers to ensure the delivery of specialist SEND support, advice, guidance and training to early years providers, promoting inclusive practice and building SEND capacity across the Private, Voluntary and Independent (PVI) sector.
- Good knowledge of the Early Years Ofsted framework and proven track record of leading quality improvement and service development to achieve positive inspection outcomes and high-quality provision for children with SEND.
- Ensure compliance with statutory SEND duties and safeguarding responsibilities while contributing to the delivery of SEND reforms, Best Start Family Hubs and Best Start in Life priorities.

- Significant experience in SEND and inclusion.
- Proven ability to lead and manage teams, driving high performance and continuous improvement.
- Strong understanding of SEND statutory duties, early identification and inclusive practice.
- Good knowledge and understanding of safeguarding policies and procedures, and the ability to implement these effectively in practice.
- Experience of working in partnership across education, health and care systems to support SEND and inclusion.
- Knowledge of funding processes, governance, and resource management, including experience of inclusion funding such as Early Years Inclusion Fund (EYIF).
- Excellent leadership, communication and influencing skills, with the ability to work effectively across complex systems.
- A commitment to inclusive practice, strengths-based approaches and delivering high-quality support for children and families.
Some travel across East Riding of Yorkshire may be required; applicants must be able to transport themselves.
