East Midlands Railway has an exciting opportunity for an Asset Management Portfolio Governance Manager to play a key role in shaping the future of our stations and estate. Acting as the key interface across the portfolio you will bring internal teams, industry partners and external stakeholders together to coordinate strategic initiatives that deliver lasting benefits for our customers and communities.

Reporting to the Infrastructure and Property Development Lead, you will coordinate portfolio activities to support business planning, investment development, governance, and stakeholder engagement to ensure strategic initiatives remain aligned to EMR's long-term objectives. Key Responsibilities:

  • Third Party Development: Act as the primary interface for third-party development schemes affecting the EMR estate, coordinating multidisciplinary reviews and ensuring proposals align with operational, safety and strategic requirements.
  • Strategic Interfaces & Stakeholder Coordination: Act as a key interface between Asset Management, Network Rail, local authorities, developers and industry partners, fostering collaborative working, coordinating consultations and ensuring strategic initiatives are aligned across organisational boundaries.
  • Portfolio Coordination and Governance: Coordinate governance activities across the Asset Management portfolio, maintaining programme pipelines, reporting dashboards, action trackers and management information to support effective decision‑making and investment prioritisation.
  • Annual Business Planning: Support the development and coordination of EMR's Annual Business Planning process, preparing investment proposals, business cases, governance papers and supporting documentation.
  • Investment Development: Coordinate the development of investment proposals and external funding submissions, ensuring projects progress in line with governance requirements and organisational priorities.
  • Masterplanning: Support the development and continuous improvement of station masterplan and Station Vision workstreams, helping to shape long‑term investment strategies and future estate development.
  • Financial & Portfolio Coordination: Support financial governance through budget monitoring, purchase orders, forecasting and resource planning, ensuring clear visibility of programme performance and delivery.
  • Continuous Improvement: Drive improvements in governance, reporting and portfolio management processes while supporting the future development of Asset Management across EMR.
  • Knowledge Management: Lead the development of strategic information and knowledge management frameworks, ensuring accurate information supports investment planning and business decision‑making.

The successful candidate will have experience of coordinating programmes, portfolios or strategic initiatives within a complex organisation and bringing together multiple stakeholders to achieve shared objectives. You'll be equally comfortable facilitating stakeholder forums, preparing business cases, supporting governance and developing strategic information that enables informed decision‑making. With excellent organisational and communication skills, you’ll be comfortable influencing at all levels and have a proactive approach to building collaborative relationships across both internal teams and with external partners.

Experience within rail, infrastructure, property, construction or another regulated environment would be advantageous, although we're equally interested in candidates with transferable governance and strategic planning experience.

  • Experience of coordinating programmes, portfolios or strategic initiatives.
  • Experience acting as the interface between multiple internal and external stakeholders and strong relationship management skills.
  • Experience preparing business cases, governance papers and management reports.
  • Excellent organisational skills with the ability to manage competing priorities.
  • Financial awareness, including budget monitoring and reporting.
  • Understanding of project, programme or portfolio management methodologies.
  • A relevant qualification in Project Management, Business Management, Asset Management or a related discipline is desirable.
