Are you passionate about shaping the future of housing and delivering strategies that make a real difference? The City of Lincoln Council is seeking two proactive and motivated Housing Strategy Officers to join our team. This is an exciting opportunity to influence housing provision in the city and ensure that Lincoln remains a vibrant, inclusive and sustainable place to live.

As a Housing Strategy Officer, you will play a key role in developing, implementing and monitoring housing strategies and policies, with particular focus on homelessness prevention, supported housing and assisting the council’s co‑ordinated response to the Renters’ Rights Act. You’ll work collaboratively with internal teams, external partners and stakeholders to improve the supply of different housing tenures in the city and support the delivery of effective interventions to address and prevent homelessness in the city.

Key responsibilities:

  • Develop and review housing strategies, policies and action plans in line with local and national priorities.
  • Analyse housing data and trends to inform decision‑making.
  • Work closely with developers, housing associations and community organisations to deliver housing objectives.
  • Contribute to projects that tackle homelessness, improve housing standards and promote sustainable development.
  • Prepare reports, briefings and presentations for senior officers and elected members.
  • Ensure compliance with relevant legislation and guidance.

The successful candidate will be able to demonstrate:

  • A-Level or equivalent qualifications in a Housing or other relevant subject, or equivalent demonstrable relevant experience.
  • Demonstrable in‑depth and up‑to‑date knowledge of at least one area of housing and/or growth policy.
  • Ability to research, interpret data and interpret regulations / guidance / legislation.
  • Experience of effective partnership working.
  • Experience of project management, and comprehensive knowledge of homelessness legislation and practice are both desirable.
