Welcome to EMCCA. The East Midlands has huge potential. As the UK’s first mayor-led combined county authority, EMCCA will unlock it - bringing devolved powers over transport, housing, skills and adult education, economic growth and net zero. We’re here to make the region better connected, better funded and better prepared for a future of opportunity. By shaping strategies and building partnerships, we will maximise the impact of billions of pounds of investment; putting the East Midlands firmly on the map as a place to live, work and thrive.

Your role in elevating the East Midlands:

  • We have several opportunities to join us. All roles are integral to enable long term policy development and the collaboration between EMCCA and local, regional, and national networks, facilitating collaborative regional leadership of strategy, policy, and reform.
  • One role will report to the Head of Policy and Integration, working with regional and national partners to shape and drive policy and strategy. You will balance long term policy thinking with short term responsiveness to get things done.
  • We also have up to two roles reporting to the Head of Inclusion and Reform. You will make a significant contribution to a range of policies, strategies, projects, and initiatives including public service reform; health and health system integration; and poverty and homelessness.

Your profile:

  • Educated to degree level or equivalent level of experience in a transferable role.
  • Experience in a similar role developing and delivering policy and/or strategy, of operating in a complex policy environment, preferably in local and/or central government or relevant policy body/agency.
  • Understanding of relevant government policies, priorities and policy making processes, and taking an entrepreneurial approach to spotting and seizing opportunities.
  • Experience of building effective working relationships with a wide range of internal and external partners, as part of a collaborative “can do” team.
  • Ability to lead and deliver with others under pressure, prioritising work against competing demands to meet deadlines.
  • An understanding of the devolution framework, local government, central government, Parliament and their respective roles and relationships.
  • Ability to build and develop teams, with the skills to listen, negotiate and encourage collaborative working relationships.
  • Excellent written and verbal presentation skills with ability to present complex ideas in a clear and comprehensible way tailored to the specific audience(s), including the mayor, senior leaders, central government, local authorities and the public.
