Directorate: Strategy and Inclusive Growth

We are seeking an experienced and strategic Investment Programme Lead to help drive economic growth and deliver transformational investment across the East Midlands. This is a high-profile leadership role responsible for overseeing a growing investment portfolio, ensuring investment decisions deliver maximum value, support regional priorities, and contribute to long-term economic prosperity.

Working across a complex political and stakeholder landscape, you will lead investment programmes, strengthen portfolio governance, and ensure robust oversight of funding, performance, risk, and delivery. Reporting to the Head of Investment Strategy and Programmes, you will play a critical role in developing and implementing the Authority's strategic approach to investment.

What You’ll Be Doing

  • Leading the development and delivery of strategic investment programmes and interventions across the region.
  • Establishing and embedding a portfolio management approach that provides clear oversight of investment performance, outcomes, and value for money.
  • Building and maintaining strong relationships with local, regional, and national partners to maximise investment opportunities and regional impact.
  • Providing strategic advice and briefings to senior leaders, boards, committees, and elected members.
  • Leading programme governance, assurance, and performance monitoring arrangements.
  • Managing programme risks, dependencies, and opportunities to ensure successful delivery of complex investment initiatives.
  • Supporting the development of investable propositions and funding pipelines across multiple directorates.
  • Leading and developing a high-performing team, fostering collaboration and continuous improvement.

About You

You will be a highly credible programme leader with significant experience delivering complex investment, economic development, or strategic programmes within a politically sensitive environment.

  • Recognised Programme Management Qualification (e.g. MSP, PRINCE2 Practitioner, APM Programme Management, or equivalent).
  • Significant experience leading large-scale programmes and portfolios within complex multi-stakeholder environments.
  • Proven ability to establish programme governance, assurance frameworks, and performance management systems.

Stakeholder Management

  • Outstanding stakeholder management and influencing skills, with the ability to build trusted relationships across public, private, and partner organisations.
  • Experience working with senior leaders, elected members, government departments, and external partners.
  • Demonstrable ability to bring together diverse stakeholders to achieve shared outcomes and deliver strategic objectives.
  • Strong experience identifying, managing, and mitigating programme and investment risks.
  • Proven track record of implementing effective risk management frameworks and ensuring robust governance and compliance.
  • Ability to make sound decisions in complex, high-pressure environments with competing priorities and significant public accountability.

Additional Experience

  • Extensive experience delivering economic development, investment, regeneration, or infrastructure programmes.
  • Experience operating within local government, combined authorities, public sector organisations, or similarly complex environments.
  • Strong financial, analytical, and business case development skills.
  • Ability to communicate complex technical information clearly to a range of audiences.
  • Evidence of continued professional development and a relevant degree or equivalent experience.
