Lead the future of corporate asset management. We are looking for an experienced and strategic property professional to lead EMCCA’s corporate asset management function. This is a senior leadership role where you’ll establish and drive the Authority’s asset management strategy, ensuring our estate is safe, compliant, sustainable and aligned to organisational priorities. You will play a key role in shaping investment decisions, optimising asset performance and ensuring our property portfolio supports effective public service delivery, financial sustainability and regional growth.
About the role: As Corporate Asset Manager, you will act as EMCCA’s senior professional lead for corporate asset management, providing expert advice to senior leaders, Members and stakeholders across the organisation. You will lead the strategic management of a diverse property portfolio, including offices, transport assets, emergency service sites and other specialist facilities, ensuring assets deliver maximum value and support organisational objectives. Working across the organisation and with external partners, you’ll develop and implement asset management strategies, oversee governance and compliance arrangements, and provide strategic leadership for estate investment, rationalisation and transformation programmes.
Key responsibilities:
- Develop and maintain EMCCA’s Corporate Asset Management Strategy, policies and standards
- Lead medium‑term asset management and investment planning, balancing service needs, affordability, risk and sustainability
- Act as the Authority’s senior professional adviser on corporate property and asset management matters
- Lead the strategic management and optimisation of EMCCA’s corporate and operational estate
- Identify opportunities for estate rationalisation, co‑location, regeneration and value generation
- Ensure assets support service delivery and contribute to organisational and regional priorities
- Maintain robust governance, risk management and assurance arrangements across the estate
- Ensure compliance with statutory obligations relating to property, health and safety, fire safety and building compliance
- Prepare and present reports and recommendations to senior leaders, Members, Committees and Boards
- Lead strategic property input into capital investment, refurbishment, relocation and improvement programmes
- Support estate modernisation and transformation initiatives that improve efficiency and service outcomes
- Lead asset‑related financial planning, investment appraisals and affordability assessments
- Manage significant revenue budgets and influence capital investment priorities
- Commission and manage external professional advisers, consultants and contractors
- Build strong partnerships with local authorities, transport bodies, emergency services and other stakeholders
- Promote continuous improvement, innovation and best practice across asset management activities
About you: We’re looking for a highly credible property professional who can combine strategic leadership with strong technical expertise and commercial awareness. You will have:
- Significant experience leading or managing a corporate property or asset management function within a public sector or complex organisational environment
- Proven ability to provide authoritative professional advice to senior leaders and elected Members
- Experience developing and implementing asset management strategies, policies and governance frameworks
- Strong knowledge of statutory building compliance requirements and property‑related legislation
- Experience managing complex capital programmes, contracts and asset performance frameworks
- Strong financial and commercial awareness, including budget management and value for money delivery
- A track record of identifying efficiencies, generating savings and maximising asset value
- Excellent stakeholder engagement, influencing and partnership working skills
- Strong strategic thinking and the ability to align asset decisions with wider organisational objectives
- Excellent communication skills, including preparing reports and presenting to senior and political audiences
Qualifications:
- Degree in Estates Management, Surveying, Property Management or a related discipline (or equivalent experience)
- Membership of a relevant professional body such as: Royal Institution of Chartered Surveyors (RICS), Institute of Workplace and Facilities Management (IWFM) or an equivalent professional body
