They are also recognised as a pioneer in digital housing services, with almost 80% of all tenant transactions online and 91% of tenants signed up to our tenant portal. Their tenant-facing technology is at the cutting edge of the sector, including a 24/7 digital lettings service, a centralised hub – integrated with a variety of 3rd parties – to provide everything from repairs and maintenance through to live chat and support, and AI-powered call summarisation technology. They are driving a digital-first culture by enabling high online engagement to ensure they continue to provide first-class affordable rented homes combined with excellent customer care, support and maintenance services.

Although it’s a digital-first business, ELHA still has a welcoming office in the beautiful market town of Haddington, East Lothian—home to a vibrant team of colleagues. That’s why we’re looking for someone who understands what successful digital service delivery looks like and knows how to bring it to life.

The Role

As the Data & Technology Manager, you will manage a small IT Support & Digital Services Team whilst providing technical oversight of all areas of technology (from IT infrastructure, networking, telephony and cyber security through to emerging technologies and all digital systems and services).

  • Oversee IT infrastructure, networks, telephony, and help desk support to ensure system reliability, security, and disaster recovery.
  • Lead digital transformation initiatives, including automation, AI integration, and process optimisation.
  • Develop and implement data management and governance frameworks, ensuring compliance with GDPR and other regulations.
  • Deliver analytics and business intelligence solutions (e.g., Power BI) to support data-driven decision-making.
  • Oversee the development and maintenance of digital systems, websites, and customer communication platforms.
  • Act as the organisation’s Data Protection Officer, ensuring compliance with data protection laws and regulations.
  • Lead procurement and contract management for IT goods and services, ensuring value for money and quality.
  • Manage budgets and monitor spending for technology and digital projects.
  • Provide leadership and support to the IT and Digital Services team, fostering a culture of innovation and excellence.

The Person

You’ll be an accomplished technologist who can demonstrate a track record of similar technology focused positions. You’ll have proven knowledge and experience with Microsoft technologies—particularly Microsoft 365 and Azure—with the ability to provide technical leadership to a team while remaining hands‑on to ensure system reliability, up time and disaster recovery planning. Show strong technology knowledge across a variety of solutions including cloud, business applications, infrastructure, networking, cyber security, data telephony and customer focused digital services as well as core data principles. Have knowledge of key emerging technologies such as AI and Machine Learning. You’ll have superb stakeholder engagement skills with the ability to communicate technical solutions and concepts to a mix of technical and non-technical stakeholders.
