Hourly rate of pay: £30.02 - £33.79

Days and Hours of Work: Monday - Friday, 08:00-17:00. Starting and finishing times are flexible, and flexi time is applicable. To start asap.

Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.

Job Details: Lead, develop and manage Strategic Change professionals to plan and deliver a portfolio of transformation and improvement initiatives that realise measurable benefits for services, communities and the Council. Provide strategic and people leadership, set direction, build capability and wellbeing, embed governance and standards, and ensure high quality delivery through coaching, performance management and resource planning. Oversee and contribute to project/programme delivery, shape cases for change, manage risks, issues and dependencies, ensure robust planning and reporting, and drive benefits realisation—working closely with the Project Board(s), Council Leadership Team (CLT), services and partners. Be the primary interface with Project Board(s) / CLT and senior stakeholders, providing assurance, insight and options appraisal; report progress to plan and ensure compliance with agreed governance.

Job Requirements:

  • Relevant Qualifications: Educated to Degree Level or equivalent and/or able to demonstrate equivalent knowledge, skills and competencies gained through substantial experience in local government (or related sector, including the third sector), leading strategic change, transformation and/or complex project/programme delivery.
  • Driving Licence: A full current driving licence is desirable for this post.
  • Level 1 Disclosure Clearance: This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement. Please note: If you have spent more than 3 months working or living out with the UK in the last 5 years then you will also be required to present a copy of an overseas criminal record check.
