Hourly rate of pay: £26.09 - £29.14

Days and Hours of Work: Monday - Friday, 09:00-17:00. Flexi time is applicable. To start asap.

We are looking for an experienced and driven Team Leader – Council Resources Systems to lead a high-performing team responsible for the development, support and continuous improvement of key Council systems. This is a pivotal role where you will provide day-to-day leadership, ensuring operational service delivery meets agreed objectives, standards and customer expectations. You will play a hands-on role in maintaining and enhancing critical platforms, while driving forward system development in response to changing business needs.

As Team Leader, you will:

  • Lead, motivate and develop the Council Resources Systems Team to deliver high-quality services
  • Oversee system development, maintenance and support across key Council platforms
  • Plan, prioritise and deliver system and service improvements in collaboration with managers and stakeholders
  • Ensure systems and processes comply with legislation, Scottish Government guidance and Council policies
  • Manage projects, testing plans and system upgrades, ensuring smooth implementation and minimal disruption
  • Provide expert advice and represent the service at internal and external meetings
  • Develop training materials and deliver system training to staff across the Council
  • Build strong relationships with internal teams, external partners and suppliers
  • Support procurement and delivery of system-related services
  • Monitor performance against targets, driving continuous improvement through data and customer feedback
  • Deputise for senior managers and provide wider leadership support when required

You will be:

  • An effective and confident leader with experience of managing teams and delivering system-based services
  • Skilled in system development, testing and support, ideally within a local government environment
  • Able to interpret legislation and translate this into practical system and process improvements
  • Highly organised, with strong project management and problem-solving skills
  • A strong communicator, able to build relationships and influence at all levels

Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.

Job Details: To supervise the Council Resources Systems Team providing Council-wide systems development and business support to a wide range of customers. Responsible for the development and maintenance of excellent working relationships with Council staff and partnership working with external suppliers and organisations.

Job Requirements:

  • Relevant Qualifications: Educated to HND or SVQ4 level and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
  • Driving Licence: A full current driving licence is desirable for this post.
  • Level 1 Disclosure Clearance: This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.

Please note: If you have spent more than 3 months working or living out with the UK in the last 5 years then you will also be required to present a copy of an overseas criminal record check.
