East Dunbartonshire Council’s HR & OD Service is recruiting for a Payroll Adviser. This is an exciting period of transformation as we are currently migrating the HR/Payroll system to Oracle Fusion. This role will support the development of an effective and efficient Integrated HR/Payroll team by providing expert knowledge in relation to an HR/Payroll service, pension liaison service, a range of transactional activities and basic Corporate policy advice.

We are looking for an experienced Payroll adviser with a background working in a complex payroll environment with high volume. The successful candidate will have experience in all aspects of statutory payments, statutory payovers, reporting, with the ability to problem solve and engage with internal and external services. Experience of Local Government and understanding of terms and conditions would be advantageous.

The following criteria applies to all roles within East Dunbartonshire Council where PVG/Disclosure checks are essential:

  • Where the post you are applying for is considered a Regulated Role under the Disclosure (Scotland) Act 2020, successful candidates will be required to join the PVG Scheme, or undergo a PVG Scheme Update check, prior to confirmation of employment being made by East Dunbartonshire Council.
  • Please note, successful candidates will be expected to meet the cost of the relevant check which will be deducted from the successful candidate’s first salary payment. In specific circumstances, the payment could be deducted in instalments from an employee’s wages following commencement of employment. Approval in such circumstances will be made by the HR & OD Manager.
  • Should an employee leave in advance of the payment being deducted, the full amount will be deducted from the employee’s final salary.
  • The criteria outlined above will apply to existing employees of East Dunbartonshire Council who apply for roles for which a PVG/Disclosure check is required.
