The S&C Commissioning Engineer Representative is a critical execution role responsible for ensuring that SCADA commissioning activities are delivered safely, on time, and to the required technical and quality standards across both onshore and offshore environments. The role sits at the intersection of engineering, site execution, and stakeholder coordination, with direct impact on the successful energisation and handover of Substation Control Systems and Metering.

The position requires a strong on-site presence, including offshore work during key commissioning phases, where the ability to operate effectively in a high-pressure, multi-contractor environment is essential. The individual is expected to take ownership of day-to-day commissioning execution, ensuring that progress is maintained, risks are actively managed, and technical integrity is upheld throughout.

A central part of the role is to lead and coordinate SCADA commissioning activities across interfaces. This includes close collaboration with SCADA contractors, electrical commissioning teams, and project stakeholders to ensure alignment with the overall commissioning plan. The role is not limited to coordination but requires active supervision and management of commissioning personnel and activities, ensuring that testing is executed correctly, documented properly, and aligned with project requirements.

The S&C Commissioning Engineer Representative is responsible for maintaining a clear and accurate overview of commissioning progress, providing structured reporting to the SCADA Package Manager and Commissioning Manager. This includes highlighting deviations, driving corrective actions, and ensuring that delays or quality issues are addressed proactively. The role requires a high level of ownership in maintaining momentum on site and removing execution barriers as they arise.

Quality assurance and compliance are core elements of the role. The individual ensures that all commissioning activities are carried out in accordance with project HSE standards, internal requirements, and applicable local legislation. This includes validating contractor deliverables, approving checklists and test documentation, and ensuring full traceability across commissioning activities. The role also involves driving the completion and closure of snagging activities to ensure a clean and compliant handover.

From a planning perspective, the role contributes actively to the development and maintenance of commissioning schedules and plans. This includes defining scope, timelines, and QA/QC requirements for SCADA commissioning, as well as ensuring that the necessary resources are available to execute the work. Where gaps or constraints are identified, the role is expected to escalate and request additional support to maintain delivery commitments.

The technical scope of the role includes commissioning of Substation Control Systems and Metering, with active participation in FAT, SAT, and SIT activities. The individual plays a key role in ensuring that systems are tested, validated, and integrated correctly, and that all documentation supporting these activities is complete and approved.

The position carries a significant degree of responsibility and decision-making authority in relation to commissioning execution. The individual is expected to initiate actions required to maintain progress, propose changes where necessary, and ensure that the commissioning strategy is effectively translated into site-level execution.

To succeed in this role, the candidate must bring a solid technical foundation combined with proven experience in project execution or commissioning environments. A background at B.Sc. level or equivalent is expected, along with relevant project management experience and preferably certification such as IPMA or PMP. Just as important is the ability to lead in a site-based environment, manage multiple stakeholders, and drive structured execution under pressure.

Given the nature of the role, offshore work is a mandatory requirement. The candidate must be willing and able to work offshore for extended periods and hold the necessary GWO and safety certifications. The role requires both the physical readiness and the mindset to operate in offshore conditions where planning, discipline, and decision-making have immediate operational consequences.

Ultimately, this role is defined by execution impact. Success is measured by the ability to deliver commissioning activities safely, efficiently, and without compromising quality, while ensuring that all systems are ready for handover in line with project expectations.

Travel: As per clients Global Travel Policy for External Consultants and Expense Policy for External Consultants.

Training: Training costs approved by HOW03 Project team are to be invoiced directly to clients in the same way as travel expenses. The Consultant must bring his/her own iPhone. External consultants’ equipment such as PCs, mobile phones and iPads must always be up to date with the latest iOS release. The owner must allow client’s AirWatch security and management software for iPhones and iPads to be installed. The app is mandatory on all mobile devices used by client staff (including External consultants) to protect them from cybercrime. The owner must grant approval for client to remove apps, data and access from privately owned equipment if it is deemed to pose a risk in relation to client’s security or the GDPR regulations, if the equipment is lost/stolen, or if the owner ceases to have an active contract with Magnit and/or client. When an external consultant leaves client, they must contact the IT Service Desk to remove all client apps and data. The IT Service Desk can only support privately owned equipment in connection with client’s Air Watch security and management software.

Requirements: Prior experience working on client projects is preferred. The consultant must demonstrate familiarity with client’s commissioning governance, reporting structures, documentation standards, and EPC delivery model. The consultant must have substantial hands-on experience with SCADA commissioning in large-scale infrastructure or energy projects, including direct experience with Hitachi Micro SCADA and Substation Control Systems. In-depth knowledge of National Grid requirements and grid compliance processes is essential, including practical experience ensuring that SCADA systems meet grid code obligations during commissioning. The consultant must be capable of managing these interfaces independently without requiring escalation for fundamental compliance matters. A minimum of five years of relevant experience is required, supported by a technical background at B.Sc. level or equivalent. Experience aligned with IPMA B/C, PMP, or equivalent project management frameworks is considered advantageous. Strong stakeholder management, structured documentation practices, and the ability to operate effectively in high-pressure commissioning environments are expected. Valid GWO certification is mandatory. This is a senior-level assignment. The selected consultant must be capable of operating independently from day one, requiring only project-specific onboarding and no foundational supervision.
