Ealing Council have an exciting new opportunity available on a hybrid pattern basis full time. The Neighbourhood Service delivers high quality, customer focused housing management across all tenures, supporting residents to live safely and sustain their homes. Working in partnership with residents, communities and external agencies, the service proactively manages neighbourhoods to improve resident satisfaction, safety and cohesion. The service is committed to accountability, continuous improvement and delivering value for money in line with the Council’s priorities and values.

As Neighbourhood Team Leader, you will shape high quality, resident focused housing services, creating safe, inclusive and thriving neighbourhoods through strong leadership and partnership working. You will play a key role in driving improvement, innovation and accountability, ensuring services deliver meaningful outcomes and long term value for our communities.

As a Neighbourhood Team Leader you will:

  • Deliver high quality, customer focused neighbourhood housing services that improve outcomes for residents across all tenures.
  • Lead, motivate and support a neighbourhood team, providing clear direction and ensuring high standards of performance, customer care and professionalism.
  • Take responsibility for neighbourhood performance, including resident satisfaction, voids, complaints resolution, safety and statutory compliance.
  • Ensure effective tenancy and neighbourhood management, including enforcement action, contractor performance and proactive asset and resident safety.
  • Manage and develop staff through supervision, performance management, recruitment and the management of sickness and conduct matters.
  • Build strong partnerships with residents, community groups, council services and external agencies to promote inclusion and community cohesion.
  • Manage projects, ensuring value for money, and act as an ambassador for the Council, deputising for the Neighbourhood Manager when required.

Our ideal Neighbourhood Team Leader role will have the below skills and experience:

  • Substantial experience of housing management across multiple tenures, including social rent, leasehold and shared ownership.
  • Proven experience of leading, motivating and developing a customer focused team, with a strong performance management culture.
  • Excellent knowledge of housing legislation, compliance, safeguarding, health and safety, and the ability to make sound, lawful decisions.
  • A strong commitment to customer care, with the ability to understand and respond to residents’ needs and vulnerabilities.
  • Experience of managing complex cases, including enforcement action and preparing evidence for legal proceedings.
  • The ability to build and maintain effective partnerships with residents, community groups, contractors and internal and external agencies.
  • Strong communication, influencing and negotiation skills, with confidence engaging at all levels.
  • Experience of managing budgets, monitoring performance and delivering value for money.
  • A commitment to equality, diversity and inclusion, and to working in line with the Council’s values.
  • Confidence using IT systems to manage cases, performance data and reports.

The following qualifications and experience is required:

  • Substantial housing management experience across multiple tenures.
  • Experience of preparing legal documents for court, committee, tribunal etc.
  • Experience of managing a team in a customer service environment.
  • GCSE qualifications or equivalent (including English and Maths).

Under the Social Housing (Regulation) Act 2023 Housing Officers may be required to undertake a Housing Management Qualification. You must have the right to work in the UK. Evidence for the right to work in the UK will be requested at the interview stage.
