Property Licensing Manager – 6‑month Fixed‑Term Contract or Secondment Opportunity

Would you like to play a crucial role in the largest property licensing scheme in West London? As part of Ealing Council’s effort to tackle poor housing conditions and improve the private rented sector, this position will lead and take responsibility for the success of proactive enforcement teams in achieving the council’s objectives.
The Property Licensing Manager will oversee several teams within the service, including the enforcement and investigation teams, to ensure they are coordinated, well‑managed, and aligned with the council’s strategy.
Key Responsibilities
- Ensure that the council’s property licensing schemes meet the applicable requirements of the Housing Act 2004 and related legislation.
- Ensure the property licensing schemes achieve their objectives.
- Develop and support officers in property licensing teams.
- Manage, supervise, direct, and develop enforcement officers, committing to the support, training, and professional development of all staff.
Essential Knowledge, Skills and Experience
- Experience of managing teams of multi‑disciplinary officers.
- Comprehensive knowledge and understanding of all legislation applicable to property licensing.
- Ability to communicate effectively with a wide range of internal and external stakeholders, including residents, officers across the council, and councillors.
Desirable Experience
- Experience of all stages of applicable enforcement actions, including civil penalties.
- Experience of tribunal processes and appeal management.
- Experience of using Metastreet software.
Must have the right to work in the UK. Evidence for the right to work will be requested at the interview stage.
